PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, AUGUST 1, 2000
The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office, in Vidalia, Louisiana, on Tuesday, August 1, 2000, at five-thirty (5:30) o’clock p.m. The meeting was called to order by the Honorable Mike Grantham, President, who declared after prayer by Superintendent Peterman and the Pledge, that the Board was ready for the transaction of business.
Members present were Mr. Mike Grantham, Mr. Darrell Crofford, Mr. Don Joseph, Mr. Ricky Raven, Rev. Johnnie Brown, Ms. Martha Rabb, Mr. Lynn White and Ms. Mary Campbell.
Mr. Grantham requested that Agenda Items E and F be moved to the top of the Agenda. It was moved by Mr. White, seconded by Mr. Raven and carried unanimously to move the requested items.
Hyram Copeland, Mayor, City of Vidalia, presented a proposal for street restoration in the area of Vidalia Upper Elementary School. This proposal included the addition of a street extending from Concordia Avenue to Georgia Street through the Vidalia Upper Elementary School Campus. The street would be one way and only open during school hours to relieve the traffic congestion on Concordia Avenue.
Ms. Tally, Vidalia Citizen, expressed concerns over the new street connecting to Georgia Street. Some concerns expressed included the traffic on Georgia Street, the removal of oak trees, and the width of Georgia Street. Mr. Copeland addressed the concerns.
It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to approve the construction of a road through the Vidalia Upper Elementary School campus.
Glen McGlothin, Mayor, Town of Ferriday, appeared before the Board concerning the leasing of the Florida Street Gymnasium. Mayor McGlothin proposed to lease the Florida Street Gym for recreational and art program purposes. He proposed that all grant monies go into renovation and repair of the building. Mayor McGlothin assured the Board that the building would remain intact with improvements only.
Tom O’Neal, Director of Business Affairs, outlined the terms of the lease. Mayor McGlothin agreed to all terms. It was moved by Mr. Joseph, seconded by Ms. Rabb and carried unanimously to enter into a contract with the Town of Ferriday to lease the Florida Street Gymnasium.
It was moved by Mr. Joseph, seconded by Mr. Raven to enter into Executive Session at 6:18 p.m.
It was moved by Mr. White, seconded by Mr. Raven to return to open session at 7:15 p.m.
It was moved by Mr. Crofford, seconded by Mr. Warren Brown to approve the minutes of July 11, 2000.
Gloria Dangerfield, Assistant Director of Business Affairs, presented the financial report for the month of July. It was moved by Mr. Crofford, seconded by Mr. Raven and carried to approve invoices in the amount of $1,601,381.
It was moved by Mr. White, seconded by Mr. Joseph and carried unanimously to open bids for Exterminating Service for School Food Service.
Bids were opened and read into the record by Mr. O’Neal. The bids were as follows:

It was moved by Mr. Crofford, seconded by Mr. Warren Brown and carried unanimously to award the bid to B&B Pest Control as low bidder pending full review of the bid proposals.
It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to open bids for Child Care Providers.
Bids were opened and read into the record by Mr. O’Neal. The bids were as follows:
BMJ Childcare $10.00/day 5 days/week
Diana Day Bid based on age of child
It was moved by Rev. Brown, seconded by Ms. Campbell and carried unanimously to award the bid to BMJ Childcare as low bidder pending full review of the bid proposals.
It was moved by Mr. Raven, seconded by Mr. Warren Brown and carried to open bids for Propane Gas Service for Monterey School.
The sole bid was opened and read into the record by Mr. O’Neal. The bid was as follows:
Herring Gas Company .85/gallon
It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to take the bid under advisement.
It was moved by Mr. Joseph, seconded by Mr. Crofford and carried unanimously to open bids for Pest Control Services for Home Economics Departments.
The bids were opened and read into the record by Mr. O’Neal. The bids were as follows:

It was moved by Mr. Crofford, seconded by Mr. Joseph and carried to award the bid to Bug Blasters as low bidder pending full review of the bid proposals.
Superintendent Peterman recommended Ms. Brenda Moore as Assistant Principal, Ferriday Upper Elementary School. It was moved by Rev. Brown, seconded by Mr. Raven and carried unanimously to accept the recommendation.
Superintendent Peterman recommended Mr. Henry Murphy as Assistant Principal, Vidalia High School. It was moved by Mr. Crofford, seconded by Ms. Campbell and carried unanimously to accept the recommendation.
Mr. Julius Huhn, Title I Director, recommended Ms. Judy Roberts as Secretary, Title I. It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to accept the recommendation.
Ms. Dorothy Parker, Interim Principal, Ferriday Upper Elementary School, recommended Ms. Shannon Bridgewater as Secretary, Ferriday Junior High School. It was moved by Mr. Crofford, seconded by Mr. Raven and carried 8-1, with Rev. Brown voting no, to accept the recommendation.
Superintendent Peterman requested that the Board add the appointment of Interim Principal for Ferriday High School and the appointment of Administrative Assistant for Ferriday Junior High School. It was moved by Mr. Crofford, seconded by Rev. Brown and carried to add the items to the agenda.
Superintendent Peterman recommended Mr. Fred T. Butcher be appointed as Interim Principal, Ferriday High School. It was moved by Rev. Brown, seconded by Ms. Campbell and carried unanimously to accept the recommendation.
Superintendent Peterman recommended Ms. Joan McFarland be appointed Administrative Assistant at Ferriday Junior High School for the 2000-2001 school year only. It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to accept the recommendation.
Superintendent Peterman recommended that the current positions of Coordinator of Grants/Public Information and the position of Supervisor of Administrative Services and Staff Development be combined into one position titled Supervisor of Educational Support. It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to accept the superintendent’s recommendation.
It was moved by Ms. Campbell, seconded by Mr. Crofford and carried to add the Personel Addendum to the Personnel section of the agenda.
It was moved by Ms. Campbell, seconded by Rev. Brown and carried unanimously to approve the following personnel items in global.
