PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, MARCH 6, 2001.

 

The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office, in Vidalia, Louisiana, on Tuesday, March 6, 2001, at five-thirty  (5:30) o'clock p.m.  The meeting was called to order by the Honorable Mike Grantham, President, who declared after prayer by Mr. Raymond Riley and the Pledge, that the Board was ready for the transaction of business.

 

Members present were Mr. Mike Grantham, Mr. Darrell Crofford, Mr. Don Joseph, Ms. Martha Rabb, Mr. Lynn White, Mr. Raymond Riley and Ms. Mary Campbell.

 

Members absent were Mr. Ricky Raven and Rev. Johnnie Brown.

 

Superintendent Peterman presented the Sidney Murray Hydroelectric Citizenship Awards as follows:

Mr. Howard Jackson, Supervisor of Child Welfare and Attendance, read the following Proclamation into the minutes.

 

                                                                   Proclamation

 

WHEREAS,               the children of our state and nation are our most valued resource; and

 

WHEREAS,               the Supervisors of Child Welfare and Attendance, the International Association of Pupil Personnel Workers, and School Social Workers are cognizant of the need for children to attend school regularly to develop educationally, emotionally and socially; and

 

WHEREAS,               all citizens of Louisiana join with the teachers, administrators, and city and parish school officials in encouraging our students to attend school regularly.

 

NOW, THEREFORE,           I, M. J. "Mike" Foster, Jr., Governor of the state of Louisiana, do hereby proclaim the week of March 5-9, 2001, as ATTENDANCE AWARENESS WEEK in the state of Louisiana, and encourage all school districts to plan and develop activities to recognize the thousands of students that attend school regularly.

 

Mr. Howard Jackson, Supervisor of Child Welfare and Attendance, presented the School Attendance Awards for the month of January as follows:

It was moved by Mr. Crofford, seconded by Ms. Campbell and carried unanimously to go into Executive Session at 5:45 p.m.

 

It was moved by Mr. Crofford, seconded by Mr. Riley and carried unanimously to return to Regular Session at 6:05 p.m.

 

Rev. Johnnie Brown arrived at 6:05 p.m.

 

Mr. Grantham announced that personnel items were discussed in Executive Session and would be covered later in the meeting.

 

It was moved by Mr. White, seconded by Mr. Crofford and carried unanimously to approve the minutes of February 6, 2001.

 

It was moved by Mr. Crofford, seconded by Mr. Riley and carried unanimously to approve invoices in the amount of $1,911,999.

 

It was moved by Mr. Crofford, seconded by Mr. White and carried unanimously to add an item to the agenda.

 

Mr. Crofford informed the Board that the Personnel Committee recommended the extension of Dr. Lester Peterman's current contract as Superintendent of Schools for a period of three (3) years.  The contract becomes effective on July 1, 2001, through June 30, 2004.  At his request, Dr. Peterman is to receive no increase in salary above what other administrators in the system receive as the result of state and local raises.

 

It was moved by Ms. Rabb, seconded by Mr. White and carried unanimously to accept the recommendation for the extension of Dr. Lester Peterman's current contract.

 

Superintendent Peterman thanked the Board for their vote of confidence and support.

 

Superintended Peterman explained the modifications to the school calendar to the Board members.  It was moved by Mr. Joseph, seconded by Ms. Rabb and carried unanimously to approve the modifications to the 2000-01 school calendar.

 

It was moved by Mr. Joseph, seconded by Mr. Crofford and carried to approve the schedule for summer school salary supplements as follows:

 

Remediation Summer School

It was moved by Mr. Joseph, seconded by Mr. Crofford and carried unanimously to approve the proposed Schedule of Summer School Salary Supplements.

 

It was moved by Mr. White, seconded by Ms. Rabb and carried unanimously to open bids.

 

Only one bid was received for the Vidalia Upper Elementary School Reroofing project.  The bid was as follows:

 

Continental Roofing, Inc. of Mississippi             $423,000

 

Superintendent Peterman recommended that the bid be rejected.

 

Mr.  White made a motion to accept the Superintendent's recommendation. Discussion followed whereby Mr. Joe Brocato, Architect, recommended that the Board take the bids under advisement.   Mr. White withdrew his motion.

 

Superintendent Peterman informed the Board that he wanted to meet with the Building and Grounds Committee as well as the Finance Committee to discuss the bid.

 

Mr Crofford moved that the bid be taken under advisement pending a recommendation from the architect.  The motion failed for a lack of a second.

 

It was moved by Mr. Riley, seconded by Ms. Rabb and carried to reject the roof bid from Continental Roofing, Inc. of Mississippi.

 

The bids for Ferriday High School Band Uniforms are as follows:

It was moved by Rev. Brown, seconded by Mr. Joseph and carried unanimously to approve the low bid pending a review by Mr. Butcher and Mr. Dangerfield.

 

Mr. O'Neal provided the Board an update on the classroom construction project.  Mr. O'Neal requested that the Board wait until the packages are complete to bid the job. 

 

It was moved by Mr. Crofford, seconded by Ms. Rabb and carried unanimously for the Board to call a special meeting in order to let bids for the classroom construction project.

 

Rev. Brown asked if there were any suggestions as how to implement the recommendations from the D.A.T. Team and the Distinguished Educator concerning counselors in the elementary schools.

 

Superintendent Peterman explained that each school is required to submit a school improvement plan.  Dr. Peterman also stated that counselors were provided in the elementary schools for a time.  Dr. Peterman stated that he was in hopes that the state would consider funding counselors in the elementary schools.

 

It was moved by Ms. Campbell, seconded by Mr. Crofford and carried unanimously to add two items to the personnel section of the agenda.

 

It was moved by Ms. Rabb, seconded by Mr. Crofford and carried unanimously to approve the personnel items in global.
