PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, JUNE 12, 2001.
The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office, in Vidalia, Louisiana, on Tuesday, June 12, 2001, at five-thirty (5:30) o'clock p.m. The meeting was called to order by the Honorable Mike Grantham, President, who declared after prayer by Mr. Raymond Riley and the Pledge, that the Board was ready for the transaction of business.
Members present were Mr. Mike Grantham, Mr. Darrell Crofford, Mr. Don Joseph, Ms. Martha Rabb, Mr. Raymond Riley, Mr. Lynn White, Mr. Ricky Raven and Ms. Mary Campbell.
Rev. Johnnie Brown arrived at 5:40 p.m.

1st Place Vidalia Upper Elementary 96.6%
2nd Place Ridgecrest Elementary 95.6%
3rd place Monterey High 95.3%
It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to approve the minutes of May 8, 2001.
It was moved by Mr. Crofford, seconded by Mr. Joseph and carried unanimously to approve invoices in the amount of $1,984,778.
It was moved by Mr. Raven, seconded by Mr. Crofford and carried unanimously to enter into executive session at 5:40 p.m.
It was moved by Mr. White, seconded by Mr. Raven and carried unanimously to return to regular session at 6:25 p.m.
Superintendent Peterman presented Mr. Kenneth Jenkins, Distinguished Educator, with a plaque in recognition for his service to the Concordia Parish System
Mr. Tom O'Neal, Director of Business Affairs, reviewed the revised budget with the Board. It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to approve the revised budget.
It was moved by Mr. White, seconded by Mr. Raven and carried unanimously to open the roofing bids. Bids were as follows:

It was moved by Mr. Crofford, seconded by Mr. Raven and carried to take the bids under advisement.
It was moved by Mr. Joseph, seconded by Mr. Raven and carried unanimously to approve the payment of the 13th check in the month of January 2002, with the amount to be determined at a later date.
It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to approve the payment of a year-to-year salary adjustment. The first adjustment is to be paid in May of 2002 with the amount to be $500 for full time employees and $250 for part-time employees. The adjustment will be year-to-year based on fund availability.
Superintendent Peterman made recommendations to the Board for participants in the School Administrator Development Program as follows:

Mr. O'Neal presented information to the Board concerning a change order for the classroom construction at Ferriday Lower Elementary. This change would involve the addition of two (2) classrooms. Mr. O'Neal explained that the quotes were reasonable. There was a general discussion concerning the blueprints for the building, air conditioning and storage space. It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to approve the change order.
It was moved by Mr. Crofford, seconded by Mr. Raven/Mr. Joseph and carried unanimously to approve the 2001-02 School Uniform Dress Code with the following change:
Transfer students: A transfer student has ten (10) days to be in uniform.
It was moved by Mr. Joseph, seconded by Mr. Raven and carried unanimously to approve the Superintendent's contract as written.
It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to approve the positions and job descriptions for a Job Training Coordinator and a Behavior Interventionist.
It was moved by Mr. White, seconded by Mr. Joseph and carried unanimously to open bids for exterminating services for cafeterias.
The bids for exterminating services were as follows:
B & B Pest Control, Inc. $220/unit
Bug Blasters Pest Control $205.45/unit
It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to award the bid to the low bidder pending review of the bids.
It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to approve the first reading of Policy JDF - Discipline of Students with Disabilities.
It was moved by Mr. Crofford, seconded by Mr. Raven and carried to approve the following Resolution:
RESOLUTION
Individuals with Disabilities Education Act
WHEREAS, All children have the right to an education that allows them to reach their maximum potential, and
WHEREAS, Children with disabilities have the right to a free appropriate public education, and
WHEREAS, Neither the Individuals with Disabilities Education Act nor Section 504 of the Vocational Rehabilitation Act protects local boards from having to serve children who are in danger to themselves or others in their current setting if the parents invoke the stay-put clause, and
WHEREAS, The Jeffords Amendment to the Individuals with Disabilities Education Act should be expanded to allow the removal of violent students from the classroom to an alternative placement, as well as those who bring guns or other weapons to school, now
THEREFORE BE IT RESOLVED, that the Concordia Parish School Board does hereby request that amendments to the Individuals with Disabilities Act, Section 504 of the Vocational Rehabilitation Act and the Americans with Disabilities Act be enacted to provide for alternate placement commensurate with non-504 students for 504 students who bring weapons to school or commit violent acts against others, and
BE IT FURTHER RESOLVED, that copies of this resolution be sent to Louisiana's representatives in the U. S. Congress, members of the Legislature, and Governor Mike Foster.
