PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, FEBRUARY 5, 2002.

The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, February 5, 2002, at five-thirty (5:30) o'clock p.m. The meeting was called to order by the Honorable Mike Grantham, President, who after prayer by Mr. Raymond Riley and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Mr. Mike Grantham, Mr. Darrell Crofford, Mr. Don Joseph, Ms. Martha Rabb, Mr. Raymond Riley, Mr. Lynn White, Rev. Johnnie Brown, Mr. Ricky Raven and Ms. Mary Campbell.

 

Superintendent Peterman presented the Hydroelectric Citizenship Awards as follows:

Mr. Howard Jackson, Supervisor of Child Welfare and Attendance, presented the Attendance Awards for the month of January as follows:

 

15` Place                                            Ferriday Upper Elementary         96.1%

2nd Place                                           Ridgecrest School                       96.0%

3`d Place                                           Vidalia Lower Elementary            95.6%

 

Mr. Jackson read into the minutes a proclamation concerning Attendance Awareness Week as follows:

Proclamation

WHEREAS,     the children of our state and nation are our most valued resource; and

WHEREAS,     the Supervisor of Child Welfare and Attendance, along with Principals, Teachers and Support Personnel are cognizant of the need for children to attend school regularly to develop educationally, emotionally, and socially; and

WHEREAS,     all citizens of Louisiana join with the teachers, administrators, and school officials in encouraging our students to attend school regularly.

NOW THEREFORE,            I, M. J. "Mike" Foster, Jr., Governor of the State of Louisiana, do hereby proclaim the week of February 11-15, 2002, as ATTENDANCE AWARENESS WEEK in the State of Louisiana, and encourage all school districts to plan and develop activities to recognize the thousands of students that attend school regularly.

 

Superintendent Peterman presented an award to Fred Marsalis, Principal, Vidalia Junior High School for the school being an accredited school for twenty years.

 

It was moved by Mr. White, seconded by Mr. Riley and carried unanimously to approve the following special proclamation:

 

Proclamation

 

WHEREAS,  Jack Bairnsfather served the Concordia Parish School System for forty-one years as teacher, coach and principal of Monterey High School, and

WHEREAS,  Jack Bairnsfather served as an example to countless student athletes, both on and off the court, during his thirty-three year tenure as basketball coach at Monterey High School, and

WHEREAS,  Jack Bairnsfather has been named Coach of the Year by the Louisiana Association of Basketball Coaches, Coach of the Year by the Louisiana Sports Writers Association, nominated National High School Coach of the Year, named Mr. Louisiana in Basketball by the Louisiana Association of Basketball Coaches and named to the Louisiana High School Athletic Association/Louisiana High School Coaches Association Hall of Fame,

WHEREAS,  Jack Bairnsfather's love for the game of basketball is only surpassed by his love for those children who play the game;

NOW, THEREFORE,           We, the members of the Concordia Parish School Board, do hereby proclaim Mr. Jack Bairnsfather an example of dedication, integrity and enthusiasm to those lives he has touched in the parish of Concordia.

 

It was moved by Mr. Riley, seconded by Mr. Raven and carried unanimously to set a Public Hearing and Special Meeting on February 19, 2002, in order for Mr. Oliver Schultz to review the redistricting.

 

It was moved by Mr. Raven, seconded by Rev. Brown and carried unanimously to approve a revision in the change order in the amount of $17,300.

 

It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to have the Attorney for the Board to review the current teacher contract and advise the Board of any recourse which could be taken for teachers who do not fulfill the requirements of the professional contract.

 

Mr. Fred T. Butcher, Principal, Ferriday High School, requested that a power lifting program be added to the program at Ferriday High School. It was moved by Rev. Brown, seconded by Mr. Raven and carried to approve a power lifting program at Ferriday High School.

 

Ms. Campbell requested that Ms. Celia Easton be removed from the personnel list. Ms. Campbell then requested that the Board approve all personnel items in total.

 

It was moved by Ms. Campbell, seconded by Mr. Crofford and carried unanimously to accept all personnel items with the exception of Celia Easton.

Superintendent Peterman thanked the Board for all their support during his recent illness.

 

It was moved by Mr. Crofford, seconded by Mr. Raven and carried to adjourn at 6:40 p.m.

It was moved by Mr. Crofford, seconded by Mr. Riley and carried unanimously to enter into Executive Session at 5:45 p.m.

 

It was moved by Mr. Riley, seconded by Mr. Crofford and carried unanimously to return to regular session at 6:18 p.m.

 

It was moved by Mr. Riley, seconded by Mr. Raven and carried unanimously to approve the minutes of January 8, 2002.

 

Gloria Dangerfield, Assistant Director of Business Affairs, presented the financial report for the month of January. It was moved by Mr. Riley seconded by Mr. Raven and carried unanimously to approve invoices in the amount of $2,468,358.

 

It was moved by Rev. Brown, seconded by Mr. Raven and carried to approve the addition of Item H - Recommendation for Ferriday High School to the agenda.

 

Mr. Norman Magee, Board Attorney, gave the Board a legal opinion concerning Board compensation and expenses. Discussion followed the opinion by Mr. Magee.

 

Rev. Brown requested that the Board look at a special meeting. He also informed the Board that many Boards have gone to the maximum compensation. He requested that this be discussed at the Special Meeting set for February 19, 2002. Rev. Brown was informed that this would have to be advertised.

 

It was moved by Rev Brown, seconded by Mr. Crofford and carried 7-2 with Mr. Joseph and Mr. Raven voting no to discuss the increase of Board member compensation and expenses at the next regular Board Meeting.

 

It was moved by Rev. Brown, seconded by Mr. Raven and carried unanimously to approve the following dates for the regular Board Meetings for the 2002 year.
