PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, MAY 7, 2002.
The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, May 7, 2002, at five-thirty (5:30) o’clock p.m. The meeting was called to order by the Honorable Mike Grantham, President, who after prayer by Mr. Riley along with a moment of silence in memory of Mr. Norman Magee and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Mike Grantham, Mr. Darrell Crofford, Mr. Don Joseph, Ms. Martha Rabb, Mr. Raymond Riley, Ms. Mary Campbell and Rev. Johnnie Brown.
Members absent were Mr. Ricky Raven and Mr. Lynn White.
Superintendent Peterman presented the Citizenship Awards for the month of April as follows:

Superintendent Peterman presented Shannon Seals, Student, Vidalia High School, with the Student of the Year award.
Superintendent Peterman recognized the participants and sponsors for the Quiz Bowl competition. The Board recognized the following winners:

It was moved by Mr. Crofford, seconded by Mr. Joseph and carried to approve the minutes of April 9, 2002 with the following corrections:
It was moved by Mr. Crofford, seconded by Mr. Joseph and carried unanimously to return from Executive Session at 5:50 p.m.
Ms. Mary Campbell arrived at 5:50 p.m.
It was moved by Mr. Crofford, seconded by Mr. Joseph and carried to approve invoices for the month of March in the amount of $2,133,288.
It was moved by Mr. Crofford, seconded by Mr. Joseph and carried to enter into Executive Session at 5:45 p.m.
It was moved by Mr. Crofford, seconded by Mr. Joseph and carried to return to Regular Session at 6:10 p.m.
It was moved by Mr. Crofford, seconded by Mr. Joseph and carried five to two with Mr. Riley and Rev. Brown voting no, to approve the second reading of the Expulsion policy.
Ms. Mary Tarver reviewed the application for Special Education. There was discussion and questions concerning positions and salaries. It was moved by Mr. Crofford, seconded by Ms. Rabb and carried four to three with Mr. Riley, Mr. Joseph and Ms. Campbell voting no, to approve the Special Education Application.
Mr. Butcher reviewed the proposed ROTC program for Ferriday High School. It was moved by Mr. Joseph, seconded by Ms. Rabb and carried to approve the ROTC program at Ferriday High School.
It was moved by Mr. Crofford, seconded by Ms. Campbell and carried to approve a pilot choral music program at Ferriday Junior High and Vidalia Junior High School.
Ms. Rabb left the meeting at 6:50 p.m.
It was moved by Ms. Campbell, seconded by Mr. Crofford and carried to appoint Ms. Renee West as Guidance Counselor for Ferriday High School.
It was moved by Mr. Crofford, seconded by Mr. Joseph and carried to advertise for bids for the roofing project at Ferriday Lower and Monterey.
Superintendent Peterman requested that the Board approve the relocation of the Central Administrative offices to the new building located on Highway 84 West. It was moved by Mr. Crofford, seconded by Ms. Campbell and Mr. Joseph to approve the relocation of the Administrative Offices.
It was moved by Mr. Crofford, seconded by Ms. Campbell and carried to approve the distribution of the May salary supplement in the amount of $500 for full time employees and $250 for part time employees who were employed prior to October 1, 2001.

It was announced by Superintendent Peterman that an advertisement would run for three weeks seeking a principal for Vidalia Upper Elementary School.
Mr. O’Neal advised the Board members that he has not received a copy of the reapportionment plan.
