PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, AUGUST 6, 2002.
The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office in Vidalia, Louisiana, on Tuesday, August 6, 2002, at five-thirty (5:30) o’clock p.m. The meeting was called to order by Mr. Mike Grantham, President, who after prayer by Rev. Brown and the Pledge, declared that the Board was ready for the transaction of business.
A roll call revealed the following members present: Mr. Darrell Crofford, Rev. Johnnie Brown, Mr. Ricky Raven, Mr. Don Joseph, Ms. Martha Rabb, Mr. Raymond Riley, Ms. Mary Campbell and Mr. Mike Grantham.
Mr. Lynn White arrived at 5:45 p.m.
It was moved by Mr. Crofford seconded by Mr. Raven and carried to approve invoices for the month of July in the amount of $2,768,163.
It was moved by Mr. Crofford, seconded by Mr. Joseph and carried to move Item C, Update on Declaratory Judgement on Bus Operational Expenses to the top of the agenda.
Mr. Jon Guice, Attorney for the Board, informed the Board that a court date of September 5, 2002, had been set to hear the matter. The assigned Judge would be Ms. Kathy Johnson. He informed the group that they should have a ruling that day and that the ruling would affect all bus drivers not just the drivers named.
It was moved by Rev. Brown, seconded by Ms. Campbell and carried to approve the first reading of Policy GAME - Employee Substance Abuse.
It was moved by Ms. Rabb, seconded by Mr. Joseph and carried to approve the second reading of the following policies:

Superintendent Peterman reviewed the request by the Louisiana School Boards’ Association for Concordia Parish to join the proposed litigation concerning EEF Supplementary Funds. Superintendent Peterman requested permission to join this litigation. It was moved by Mr. Joseph, seconded by Mr. Crofford to approve the request.
Superintendent Peterman recommended Ms. Debra Harris for the position of Assistant Principal of Ferriday Junior High School. It was moved by Rev. Brown, seconded by Mr. Raven and carried to approve the superintendent’s recommendation.
Superintendent Peterman recommended Sontra Davenport for the position of School Secretary, Ferriday Junior High School. It was moved by Rev. Brown, seconded by Ms. Campbell and carried to approve the superintendent’s recommendation.
Superintendent Peterman recommended Newana Daniels for the position of Family Independence Teacher, Ferriday High School. It was moved by Rev. Brown, seconded by Ms. Rabb to approve the superintendent’s recommendation.
Superintendent Peterman recommended Mike Ritchie for the position of Adult Education Teacher, Correctional Facility. It was moved by Rev. Brown, seconded by Mr. Crofford and carried to approve the superintendent’s recommendation.
There was discussion concerning the Adult Education Teacher Assistant for the Correctional Facility. Ms. Rabb requested that the position be left open until further study could be done.
Superintendent Peterman recommended Tangela Johnson for the position of Adult Education Teacher Assistant. It was moved by Mr. Crofford, seconded by Mr. Joseph to table the item until the next regular meeting. The roll call vote was as follows:

Motion to table the issue until the next scheduled Board meeting passed 5-2 with Mr. Grantham abstaining.
It was moved by Mr. Crofford, seconded by Mr. Jospeh and carried to approve the supplement schedule.
Mr. Glen Daniels, Parish Chair, Cooperative Extension Service, explained to the Board that the Extension Service was in the process of hiring a new 4-H Agent. The LSU AgCenter would pay 75% of the salary and the Police Jury would pay 15% of the salary. Mr. Daniels requested that the School Board pay the remaining 10% which would be approximately $3,600 per year. It was moved by Ms. Rabb, seconded by Mr. Joseph and carried to pay the remaining 10% of the salary for the Cooperative Extension 4-H Agent.
It was moved by Mr. Joseph, seconded by Mr. Raven to approve the intent to pay the 13th check.
Bids were opened for the overlaying of school parking lots.

There was a single bid for Propane Gas Service for Monterey School from Herring Gas in the amount of $0.79 per gallon. It was moved by Mr. White, seconded by Mr. Crofford to accept this bid.
Bids for pest control services for the home economics departments were opened and were as follows:

It was moved by Mr. Crofford, seconded by Ms. Rabb and carried to take the bids under advisement for clarification with the authority given to award the bid to the low bidder upon completion of the review.

Superintendent Peterman recommended that the bids be taken under advisement until they could be reviewed. It was moved by Mr. Joseph, seconded by Mr. Crofford and carried to take the bids under advisement.
It was moved by Mr. Crofford, seconded by Mr. Raven and carried to grant permission to advertise for bids for computer hardware and software.
Superintendent Peterman informed the Board of the one time state supplement for support personnel. He requested that the money be paid out by the end of August. The money would be sent with the regular check in August. Full time employees would receive a total of $514.48 and part-time employees would receive $257.24. It was moved by Rev. Brown, seconded by Ms. Rabb to approve the distribution of the money according to the state regulations.
It was moved by Mr. Riley, seconded by Mr. Crofford and carried to approve the development of plans for the construction of a steel building to be used for a band room at the Vidalia Junior High School, pending approval of both Finance and Building and Grounds committees.
Bids were opened for exterminating services for School Food Service. The bids were as follows:

It was moved by Mr. Crofford, seconded by Mr. Joseph and carried to accept the low bid.
Superintendent Peterman informed the Board that he had received a request from a teacher to be released from the teaching contract. Superintendent Peterman recommended that the request be granted. Mr. Crofford asked if there was a valid reason and if there was someone to fill the position. The superintendent informed the board that a valid reason did exist and that someone was available to fill the position. It was moved by Ms. Campbell, seconded by Ms. Rabb and carried to approve the release from contract.
