PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, OCTOBER 1, 2002.

 

The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office in Vidalia, Louisiana, on Tuesday, October 1, 2002, at five-thirty  (5:30) o'clock p.m.  The meeting was called to order by Mr. Mike Grantham, President, who after prayer by Mr. Riley and the Pledge, declared that the Board was ready for the transaction of business.

 

A roll call showed the following members present: Ms. Mary Campbell, Mr. Darrell Crofford, Mr. Donald Joseph, Ms. Martha Rabb, Mr. Ricky Raven, Mr. Raymond Riley, Sr., Mr. Mike Grantham.

 

Those absent were Rev. Johnnie Brown and Mr. Lynn White.

 

Mr. Joe Bairnsfather recognized outstanding 4-H members and reviewed the accomplishments of all 4-H members.  Those 4-H Youths and Leaders that were recognized were NaQuita Smith, Landon White, Jordan Tiffee, Ryan Perkins, and Gayla Grum.

 

It was moved by Mr. Riley, seconded by Ms. Campbell and carrried to move Item B - 4-H Proclamation.  Superintendent Peterman read the following Proclamation into the minutes.

 

                                                             PROCLAMATION

 

WHEREAS,  since its inception, one hundred years ago,  the National 4-H has provided clubs which offer opportunities for children to become engaged in activities providing beneficial learning experiences on many levels; and

 

WHEREAS,  the Concordia Parish Cooperative Extension Service through its County Agent Joe P. Bairnsfather works cooperatively with Concordia Parish administrators and teachers to offer programs which enhance the total education programs in the parish schools; and

 

WHEREAS, the 4-H Club, through its many projects and programs, involves students in real-world activities which build students= self-esteem, confidence and individual character; and

 

WHEREAS,  participation in 4-H Club can lead students to become more motivated to learn and  more confident about their abilities to be successful in the school setting; and

 

WHEREAS,  the Concordia Parish School Board recognizes the value of the work done by and for students through the National 4-H; and

 

NOW, THEREFORE, THE CONCORDIA PARISH SCHOOL BOARD does here proclaim the week of October 6-12, 2002, 4-H Club Week in Concordia Parish Schools.

 

It was moved by Mr. Riley, seconded by Ms. Campbell and carried to add the Citizenship Awards to the Special Recognition section of the agenda.

It was moved by Mr. Raven, seconded by Mr. Joseph and carried to approve the minutes of

September 10, 2002.

 

It was moved by Mr. Riley, seconded by Mr. Crofford and carried to approve invoices in the amount of $2,377,048 for the month of September.

 

Superintendent Peterman announced that an Executive Session would not be necessary.  This eliminated Item A - Items Resulting from Executive Session. 

 

It was moved by Mr. Joseph, seconded by Mr. Raven and carried to approve the second reading of the Policy on Textbooks with the revisions as suggested by the policy advisor in order to keep in line with state guidelines.  The revisions will be included in policy IDCH - Home Study Program.

 

It was moved by Mr. Joseph, seconded by Mr. Raven to open bids on portable buildings.  The bids were as follows:

It was moved by Mr. Riley, seconded by Mr. Joseph and carried 6 to 1 with Mr. Crofford voting no, to grant the Superintendent the authority to award the bid to the highest bidder that complied to the stipulation to remove the buildings in fifteen (15) days.

 

Superintendent Peterman recommended Ms. Mary Bell for the school nurse position.  It was moved by Mr. Joseph, seconded by Mr. Crofford and carried to approve the Superintendent's recommendation.

 

Mr. Julius Huhn, Director of Federal Programs, reviewed for the Board the process for the purchase of a used bus for the special education program.  It was moved by Mr. Riley, seconded by Mr. Crofford and carried 6 to 1 with Mr. Raven voting no, to authorize Mr. Huhn to purchase a bus from written quotes.
