PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, JANUARY 14, 2003.

The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, January 14, 2003, at five-thirty (5:30) o’clock p.m.  The meeting was called to order by the Honorable Mike Grantham, President, who after prayer by Rev. Johnnie Brown and the Pledge, declared that the Board was ready for the transaction of business.

Members present were Mr. Mike Grantham, Mr. Darrell Crofford, Mr. Don Joseph, Ms. Martha Rabb, Mr. Raymond Riley, Mr. Lynn White, Mr. Ricky Raven, Rev. Johnnie Brown and Ms. Mary Campbell.

Mr. Grantham announced that Superintendent Peterman would not be in attendance. 

The first item of business was the election of officers for the 2003-04 year.  It was moved by Mr. Raven, seconded by Mr. Riley and carried to leave the officers as is with Mr. Mike Grantham as president and Mr. Raymond Riley as vice-president.

Mr. Grantham announced that he would like to leave the committee appointments as they were unless a member wanted to request a change.  He asked that any member desiring a change to contact him.  It was moved by Mr. Crofford, seconded by Ms. Rabb and carried to leave committee appointments as is.

Mr. Grantham presented the citizenship awards as follows:

Mr. Grantham presented the school attendance awards as follows:

            3rd Place          Monterey High School             94.4%

            2nd Place         Ferriday Lower                        94.7%

            1st Place          Ferriday Upper                         95.7%

It was moved by Rev. Brown, seconded by Mr. Joseph and carried to approve the minutes of December 10, 2002.

It was moved by Mr. Riley, seconded by Mr. Raven and carried to approve the financial report and invoices for the month of December in the amount of $2,599,595.

It was moved by Mr. Raven, seconded by Mr. Joseph and carried to leave Board Members compensation and expenses as is.

It was moved by Mr. Riley, seconded by Mr. White and carried to set the second Tuesday of each month as the regular meeting date.

Ms. Bellis reviewed the District Technology Plan.  It was moved by Mr. Joseph, seconded by Ms. Rabb and carried to approve the plan.

It was moved by Mr. Joseph, seconded by Rev. Brown and carried to approve the second reading of Policy IDCH - Home Study Program and Policy IDG - Adult Education.

There was general discussion concerning the purchase of school busses.  It was moved by Mr. Riley, seconded by Mr. Joseph and carried to grant Joyce Banks permission to purchase a school bus, the size being no less than 66 passenger.

Rev. Brown inquired about the list of persons who would be next in line for school bus routes. He questioned if the individual was certified if they are eligible.  Mr. Irvin, Supervisor of Support Services, informed the Board that certification did not guarantee a recommendation for employment.  The Board was informed that job performance was an important part of the recommendation process. 

There was general discussion concerning a volunteer coach at Vidalia High School.  It was moved by Ms. Campbell, seconded by Mr. Joseph and carried 8 - 1 with Mr. Raven voting no, to table the issue until the next regular meeting when all parties to the request could be present.

It was moved by Ms. Rabb, seconded by Mr. Raven and carried to approve all personnel items as follows:

Maternity Leave

Torri Webber, Teacher, Vidalia Lower Elementary, effective February 15, through May 5, 2003

Medical Leave

Sandra Tiffee, Librarian, Monterey, effective January 6, through February 14, 2003

Mary Webb, Teacher, Vidalia Upper, effective January 14, through February 17, 2003

Resignation

Ronald Whittington, School Bus Operator, effective January 17, 2003

Appointment

Godfrey Carson, Teacher, Ferriday Upper Elementary, effective second semester 2002-03 only

Mr. Riley thanked everyone for their thoughts and prayers following the death of his sister.

It was moved by Mr. Joseph, seconded by Mr Crofford and carried to adjourn at 6:20 p.m.
