PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON TUESDAY, JULY 10, 2003.

The School Board of the Parish of Concordia, State of Louisiana, met in special session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, July 10, 2003, at five-thirty  (5:30) o’clock p.m.  The meeting was called to order by the Honorable Lynn White, President, who after prayer by Rev. Johnnie Brown and the Pledge, declared that the Board was ready for the transaction of business.

Members present were Mr. Darrell Crofford, Mr. Don Joseph, Ms. Martha Rabb, Mr. Raymond Riley, Mr. Lynn White, Mr. Ricky Raven, Rev. Johnnie Brown, Ms. Mary Campbell and Mr. Jimmy Wilkinson.

It was moved by Rev. Brown, seconded by Mr. Darrell Crofford to enter into Executive Session at 5:35 p.m.

It was moved by Mr. Crofford, seconded by Mr. Riley to return to regular session at 6:04 p.m.

It was moved by Mr. Crofford, seconded by Rev. Brown and carried unanimously to add an item to the agenda to establish a voting procedure for the election of superintendent.

It was moved by Mr. Crofford, seconded by Rev. Brown to elect by ballot with the applicant receiving the least votes to be eliminated.

It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to elect a Superintendent of Schools.

Mr. Jon Guice, Attorney for the Board, explained the procedure for the election of the superintendent.  Ballots were cast by Board Members and passed to Ms. Lynda Cantu, Secretary to Superintendent who read the votes as follows:

            Mr. Fred T. Butcher                 Ms. Mary Campbell

            Mr. Julius Huhn                        Mr. Jimmy Wilkinson

            Mr. Fred Butcher                     Mr. Raymond Riley

            Mr. Julius Huhn                        Mr. Lynn White

It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously for the Board to return to Executive Session at 6:20 p.m.

It was moved by Mr. Riley, seconded by Mr. Raven and carried to return to Regular Session at 6:55 p.m.

It was moved by Mr. Riley, seconded by Rev. Brown to add an item to the agenda to appoint an interim superintendent.  The motion carried 6 to 3 with Mr. Joseph, Mr. Wilkinson, and Ms. Rabb voting no.

It was moved by Mr. Riley, seconded by Ms. Campbell and carried 6 to 3 with Mr. Joseph, Mr. Wilkinson, and Ms. Rabb voting no, to appoint Mr. Fred T. Butcher as Interim Superintendent.

It was moved by Mr. Riley, seconded by Mr. Crofford to adjourn at 7:08 p.m.
