PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON TUESDAY, OCTOBER 28, 2003.
The School Board of the Parish of Concordia, State of Louisiana, met in a special session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, October 28, 2003, at five-thirty (5:30) o'clock p.m. The meeting was called to order by Ernest Lynn White, President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Ernest Lynn White, Rev. Johnnie Brown, Ms. Mary Campbell, Mr. Don Joseph, Ms. Martha Rabb, Mr. Raymond Riley, Mr. Ricky Raven, Mr Darrell Crofford and Mr. Jimmy Wilkinson.
It was moved by Mr. Raven, seconded by Rev. Brown and carried unanimously to enter into Executive Session for the purpose of discussing the applicants/applications for the position of Superintendent of Schools at 5:32 p.m.
It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to return to regular session at 6:37 p.m.
It was moved by Mr. Crofford, seconded by Mr. Wilkinson and carried six to three on a roll call vote to change the voting procedure in order to narrow the field for the position of Superintendent. Each Board member would have two (2) votes. Each member would write their votes and pass them to Ms. Cantu to be read aloud and tallied. Roll call is as follows:

It was moved by Mr. Crofford, seconded by Mr. Raven and carried to vote on the two candidates receiving the highest number of votes using the same method of voting. Votes were cast and read as follows:

Kerry Laster received three (3) votes.
Three members abstained.
It was moved by Mr. Riley, seconded by Mr. Raven and carried to enter into Executive Session at 6:50 p.m.
It was moved by Mr. Riley, seconded by Mr. Crofford and carried to return to Regular Session at 7:18 p.m..
It was moved by Mr. Crofford, seconded by Mr. Wilkinson to stay until a superintendent had been elected. Motion failed by voice vote.
It was moved by Mr. Riley, seconded by Rev. Brown and carried to place an item on the agenda for the regular meeting scheduled for Tuesday, November 11, 2003, for the election of a superintendent. All members voted yes on a roll call vote.
Mr. Charles Partridge stated from the floor that the Board owed it to the people of the parish to appoint a superintendent.
Mr. Fred T. Butcher, Interim Superintendent, requested an Executive Session with the Board.
It was moved by Rev. Brown, seconded by Mr. Riley and carried to add an Executive Session to the agenda. It was moved by Mr. Wilkinson, seconded by Mr. Joseph and carried to enter into Executive Session at 7:22 p.m.
It was moved by Mr. Crofford, seconded by Mr. Raven and carried to return to Regular Session at 7:32 p.m.
It was moved by Mr. Joseph, seconded by Mr. Wilkinson to adjourn at 7:33 p.m.
