PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON TUESDAY, SEPTEMBER 14, 2004.

 

The School Board of the Parish of Concordia, State of Louisiana, met in A Public Hearing at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, September 14, 2004, at five-thirty  (5:30) o'clock p.m.  The meeting was called to order by Mr. Raymond Riley, Sr., Vice President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Ms. Mary Campbell, Mr. Raymond Riley, Mr. Ricky Raven, Mr.  Jerry Roberts, Mr. Gary Parnham, Ms. Martha Rabb, Ms. Melanie Watson and Mr. Jimmy Wilkinson.

 

Member absent was Mr. Ernest Lynn White.

 

Mr. Tom O'Neal, Director of Business Affairs, reviewed the 2004-05 consolidated budget for Board Members and members of the public.  Immediately following the review, the floor was opened for comments and/or questions.  There were no questions.

 

It was moved by Mr. Raven, seconded by Mr. Parnham and carried to adjourn at 5:50 p.m.

The School Board of the Parish of Concordia, State of Louisiana, met in A Public Hearing at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, September 14, 2004, at five-thirty  (5:30) o'clock p.m.  The meeting was called to order by Ernest Lynn White, President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Ms. Mary Campbell, Mr. Raymond Riley, Mr. Ricky Raven, Mr.  Jerry Roberts, Mr. Gary Parnham, Ms. Martha Rabb, Ms. Melanie Watson and Mr. Jimmy Wilkinson.

 

Member absent was Mr. Ernest Lynn White.

 

Ms. Sarah Davis, teacher assistant, Ferriday High School, was recognized by the Board for having been recognized by the State as Outstanding Support School Employee.

 

It was moved by Mr. Raven, seconded by Mr. Wilkinson and carried unanimously to approve the minutes of August 10, 2004.

 

It was moved by Mr. Parnham, seconded by Mr. Roberts and carried unanimously to approve invoices for the month of August in the amount of $1,854,903.

 

It was moved by Mr. Parnham, seconded by Mr. Raven and carried unanimously to adopt the Fiscal Year 2005 Consolidated Budget.

 

It was moved by Mr. Raven, seconded by Mr. Roberts to open bids for Agricultural Lease - Section 6, T7N, R9E.

 

Bids were as follows:    Cocodrie Bayou Hunting Club  $751.00 annually

Simon Reed                                          $125.00 annually

Mark Johnese                                       $900.00 annually

 

It was moved by Mr. Raven, seconded by Mr. Roberts and carried unanimously to take the bids under advisement.

 

It was moved by Mr. Wilkinson, seconded by Mr. Raven and carried unanimously to approve the Avoyelles Parish Resolution Authorizing sale of timber Section 16, T2N, R73 and T1N, R7E.

 

It was moved by Mr. Roberts, seconded by Mr. Raven and carried unanimously to open bids on duplicating paper.

 

Bids were as follows:    T & E Enterprises                     21.25 per case

Computer and Supply Co.        (not bid by case)

Uni Source                               21.45 per case

 

It was moved by Mr. Raven, seconded by Mr. Parnham and approved unanimously to take the bids under advisement and grant Mr. O'Neal the authority to award.

 

It was moved by Mr. Roberts, seconded by Mr. Raven and carried unanimously to open bids for propane gas for Monterey School. 

 

The sole bid received was from Herring Gas.  The bid was not in the manner requested.

 

It was moved by Mr. Wilkinson, seconded by Mr. Parnham and carried unanimously to reject the bid.

 

It was moved by Mr. Raven, seconded by Mr. Roberts and carried unanimously to approve the first reading of Policy GAG - Conflict of Interest.

 

Superintendent Laster recommended that Mr. Cedric Green be appointed as custodian at the Title I Media Center.  It was moved by Ms. Campbell, seconded by Ms. Rabb to approved the superintendent's recommendation.

 

It was moved by Ms. Rabb, seconded by Mr. Roberts and carried unanimously to advertise for the position of Title I Supervisor.

 

The Board was asked to consider a resolution from the Louisiana School Board's Association which would authorize the LSBA to act on behalf of the Concordia Parish School Board in future mediation to negotiate a settlement with pipeline companies concerning pipeline property taxes.

 

It was moved by Mr. Raven, seconded by Mr. Wilkinson and carried unanimously not to accept the resolution.

 

It was moved by Ms. Rabb, seconded by Mr. Roberts and carried to approved the addendum to the agenda as follows:
