PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT THE REGULAR MEETING HELD ON TUESDAY, JANUARY 11, 2005.
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, January 11, 2005, at five-thirty (5:30) o'clock p.m. The meeting was called to order by Ernest Lynn White, President, who after prayer, the Pledge, declared that the Board was ready for the transaction of business.
Members present were Ms. Mary Campbell, Mr. Raymond Riley, Mr. Jerry Roberts, Mr. Gary Parnham, Ms. Martha Rabb, Ms. Melanie Watson, Mr. Ernest Lynn White, Mr. Ricky Raven and Mr. Jimmy Wilkinson.
It was moved by Mr. Riley, seconded by Mr. Wilkinson and carried unanimously to allow the officers to remain as is with Mr. Ernest Lynn White as president and Mr. Raymond Riley, Sr., Vice President.
Mr. White asked if any of the members wished to change committee assignments. Ms. Melanie Watson requested that she be assigned to the finance committee due to her background and experience. Mr. White announced that all committees would remain as established with the exception of himself and Ms. Watson. Committee assignments are as follows:

It was moved by Mr. Riley, seconded by Mr. Roberts and carried unanimously to set the Concordia Parish School Board meeting date for the for the second Tuesday of each month at 5:30 p.m. Meetings will be held on the following dates:

Superintendent Laster presented an award to Ferriday Lower Elementary School for having raised the most money during the Heart Association "Heart Walk." Accepting the award for the school was Ms. Loretta Peterman, Principal.
Superintendent Laster recognized Quality Science and Math grant recipients from Vidalia High School. The teachers recognized were Dorothy Ulmer, Timothy Herndon, Jeannie Hall, Rebecca Crane and Carol Ledford.
Superintendent presented the Sydney Murray Hydroelectric Citizenship Awards as follows:

It was moved by Mr. Riley, seconded by Mr. Raven and carried unanimously to approve the minutes of the Regular Meeting of Tuesday, December 14, 2004.
It was moved by Mr. Parnham, seconded by Mr. Roberts and carried unanimously to approve invoices for the month of December in the amount of $2,924,280.
It was moved by Mr. Wilkinson, seconded by Mr. Raven and carried unanimously to grant Mr. O'Neal authority to publish a lease.
It was moved by Mr. Riley, seconded by Mr. Roberts and carried unanimously to approve the second reading of the following policies:
EFA - Computer Access and Use
EFB - Copyright Infringement and Protection
IFBGA - Guidelines for Use of the Internet
It was moved by Ms. Rabb, seconded by Mr. Parnham and carried unanimously to approve the first reading of Policy EDDA - Special Use of School Buses.
It was moved by Mr. Raven, seconded by Mr. Roberts and carried unanimously to enter into Executive Session at 5:55 p.m.
It was moved by Ms. Watson, seconded by Mr. Riley and carried unanimously to return to Regular Session at 7:35 p.m.
Mr. White announced that the Board had discussed personnel matters and no action would be taken.

Superintendent Laster announced to the Board that schools would have an early dismissal of 1:00 p.m. on Monday, January 31, 2005, for the purpose of a parishwide teacher inservice.. This inservice would be on the GLE Model Curriculum. She explained that the state has changed the evaluation process to iLEAP and that staff members will have to be retrained.
Superintendent Laster also informed the Board that the auditors had reported "no findings" in the recently completed audit. She commended the employees of the business department Tom O'Neal, Director of Business Affairs, Ms. Gloria Dangerfield, Assistant Director of Business Affairs, Ms. Kimmie Wike, Bookkeeper, Ms. Jean Johnson, Bookkeeper, and Ms. Jean Prather, Payroll Clerk, for their contributions in assuring a site free audit.
Mr. O'Neal announced to the Board that the 13th check would be distributed to the employees on Friday, January 14, 2005.
It was moved by Mr. Riley, seconded by Mr. Raven and carried unanimously to adjourn at 7:45 p.m.
