PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT THE REGULAR MEETING HELD ON TUESDAY, JUNE 14, 2005.
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, June 14, 2005, at five thirty (5:30) o'clock p.m. The meeting was called to order by Ernest Lynn White, President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Ms. Mary Campbell, Mr. Gary Parnham, Ms. Martha Rabb, Mr. Ricky Raven, Mr. Raymond Riley, Sr., Ms. Melanie Watson, Mr. Ernest Lynn White, and Mr. Jimmy Wilkinson.
Member absent was Mr. Jerry Roberts.
Ms. Beverly Winston, Teacher, Monterey High School, presented the literary awards as follows:

The Concordia Parish Attendance Awards for the 2004-05 school year were presented by Dr. Laster.
Superintendent Laster recognized Ms. Beatrice Williams, Supervisor, for having been selected as Part-time Adult Education Teacher of the Year.
It was moved by Mr. Raven, seconded by Mr. Riley and carried unanimously to approve the addition of the addendum to the agenda as follows:

VIII EXECUTIVE SESSION
The Board will enter into Executive Session to hear Personnel Items pursuant to RS:42:6
It was moved by Mr. Parnham, seconded by Mr. Raven and carried unanimously to move the Executive session to the top of the agenda.
It was moved by Mr. Parnham, seconded by Ms. Watson and carried unanimously to enter into Executive Session at 5:45 p.m.
It was moved by Mr. Raven, seconded by Ms. Campbell and carried unanimously to enter into regular session at 6:50 p.m.
It was stated that the item heard in Executive Session should be changed from Expulsion to Suspension for the record.
Other matters would be taken under advisement for the Superintendent to handle.
It was moved by Mr. Riley, seconded by Ms. Rabb and carried unanimously to approve the minutes of May 10, 2005.
It was moved by Mr. Wilkinson, seconded by Ms. Rabb and carried unanimously to approve the financial report and invoices in the amount of $336,092.
It was moved by Mr. Raven, seconded by Mr. Riley and carried unanimously to grant permission to advertise for bids for exterminating service for 2005-06 school year.
It was moved by Mr. Raven, seconded by Mr. Parnham and carried unanimously to approve stipend payment to Curriculum Design Committee members in the amount of $20.00 per hour.
Mr. O'Neal presented the 2004-05 Budget Revision. He complimented the Board on having another successful year. It was moved by Mr. Raven, seconded by Mr. Riley and carried to approve the 2004-05 Budget Revision.
Mr. O'Neal reviewed a request from the City of Vidalia requesting a land swap in the area located between Vidalia High School and the softball field, where the Chamber of Commerce building is currently located.
Mr. O'Neal explained that a weather station belonging to the Corp of Engineers is located on the property in question. He informed the Board that he was looking into the situation.
It was moved by Mr. Parnham, seconded by Mr. Raven and Mr. Riley to approve the land swap.
Mr. Parnham requested that the motion be revised to add "if there is no conflict with the Corp of Engineers."
Mr. Julius Huhn, Federal Programs Director, presented the 2005-2006 consolidated application. It was moved by Mr. Raven, seconded by Mr. Parnham and carried unanimously to approve the 2005-06 Consolidated Application.
Superintendent Laster recommended Mr. Brad Lipsey as interim principal, Ridgecrest School for the 2005-06 school year. It was moved by Mr. Raven, seconded by Mr. Wilkinson and carried to accept the superintendent's recommendation.
Superintendent Laster recommended Ms. Nancy Anders as Assistant Principal, Vidalia Lower Elementary School. It was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously to accept the superintendent's recommendation.
The board recommended that the superintendent continue to follow the current policy concerning the re-hiring of retired teachers as it is currently written. Over the next year the policy would be reviewed.
It was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously to approve the recommendation of Ms. Mary Campbell to approve all personnel items in global as follows:
