PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT THE REGULAR MEETING HELD ON TUESDAY, AUGUST 9, 2005.

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, August 9, 2005, at five thirty (5:30) o'clock p.m.  The meeting was called to order by Ernest Lynn White,  President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Ms. Mary Campbell, Mr. Gary Parnham, Ms. Martha Rabb, Mr. Raymond Riley, Sr., Mr. Jerry Roberts, Ms. Melanie Watson, Mr. Ernest Lynn White, and Mr. Jimmy Wilkinson.

 

Member absent was Mr. Ricky Raven.

 

The Board recognized Ms. Dorothy Ulmer, teacher, Vidalia High School, for having been nominated for the Presidential Award for Excellence in Math and Science Teaching.

 

It was moved by Mr. Riley, seconded by Mr. Roberts and carried unanimously to approve the minutes of the regular meeting of Thursday, July 7, 2005.

 

It was moved by Mr. Parnham, seconded by Mr. Wilkinson to approve invoices for the month of July in the amount of $3,803,087.

 

It was moved by Ms. Watson, seconded by Mr. Riley to add the addendum to the agenda.

 

After a brief explanation by Mr. O'Neal, Director of Business Affairs, it was moved by Mr. Wilkinson, seconded by Mr. Roberts and carried unanimously to approve a resolution authorizing the incurring of debt and the issuance of four million dollars of certificates of indebtedness.

 

Mr. Fred T. Butcher, Director of Academic Affairs, presented a PowerPoint presentation on the progress of the Science/Library Renovation.  The Board expressed their appreciation to Mr. Butcher for staying on top of the project.

 

It was moved by Mr. Parnham, seconded by Mr. Wilkinson and Ms. Rabb and carried unanimously to approve an early dismissal on September 29, 2005, for the purpose of holding an

inservice.

 

Bids for Exterminating service for School Food Service were opened and read by Lynda Cantu, Secretary.  It was moved by Mr. Parnham, seconded by Ms. Rabb and carried unanimously to approve the sole bid of $220/unit from Bug Blasters.

It was moved by Mr. Wilkinson, seconded by Ms. Watson and carried unanimously to approve the Guidelines for Extra-Curricular and Co-Curricular Activities.

 

Mr. Butcher appeared before the Board to request that the Board approve reducing the annual $100 classroom allotment to $50.   This reduction would be in effect for the next three years.   The money saved by this reduction would be used to purchase materials and resources for the new Comprehensive Curriculum.

 

Mr. Tom O'Neal informed the Board that he felt that this could be accomplished without cutting the classroom allotment.  Mr. O'Neal proposed a method of allocating this money within the budget.  It was moved by Mr. Parnham, seconded by Ms. Rabb and Mr. Wilkinson to approve Mr. O'Neal's proposal.

 

It was moved by Mr. Riley, seconded by Mr. Roberts and carried to table the update on the lease with the Town of Ferriday until the next Board Meeting.

 

Ms. Watson requested that the following resolution be read into the minutes:

 

It was moved by Mr. Roberts, seconded by Mr. Riley and carried unanimously to approve the resolution.

 

It was moved by Ms. Rabb, seconded by Mr. Roberts and carried to approve corrections to the maintenance job descriptions.

 

It was moved by Mr. Riley, seconded by Mr. Roberts and carried unanimously to table the issue of a School Resource Officer for the Ferriday area schools.

 

Mr. Julius Huhn, Director of Federal Programs, reviewed the "school choice" guidelines with the Board.  He explained issues such as the federal court order, federal school choice guidelines, eligible students and federal funding.

It was moved by Mr. Wilkinson, seconded by Mr. Roberts and approved unanimously to approve Policy JBCE - School Choice, and to suspend the second reading requirement.

 

It was moved by Ms. Campbell, seconded by Ms. Rabb and carried unanimously to approve all personnel items in global.
