PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, DECEMBER 13, 2005

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, December 13, 2005, at five-thirty  (5:30) o'clock p.m.  The meeting was called to order by Ernest Lynn White, President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were: Ms. Mary Campbell, Mr. Ricky Raven, Mr. Raymond Riley, Mr.  Jerry Roberts, Mr. Gary Parnham, Ms. Martha Rabb, Ms. Melanie Watson, Mr. Jimmy Wilkinson and Mr. Ernest Lynn White.

 

Superintendent Laster presented the School Attendance Awards as follows:

 

Vidalia Upper Elementary School          First Place        99.0%

Ferriday Upper Elementary School       Second Place    97.4%

Ferriday Junior High School                  Third Place       96.4%

It was moved by Mr. Riley, seconded by Ms. Watson and carried unanimously to approve minutes of November 8, 2005.

 

It was moved by Mr. Parnham, seconded by Mr. Roberts and carried unanimously to approve invoices in the amount of $3,515,011.

 

Mr. Fred T. Butcher, Director of Academics, presented the Pupil Progression Plan.  It was moved by Mr. Parnham, seconded by Ms. Rabb and carried unanimously to approve the Pupil Progression Plan.

 

Mr. Butcher petitioned the Board for permission to dispose of outdated textbooks.  It was moved by Mr. Riley, seconded by Ms. Campbell and carried unanimously to grant Mr. Butcher authority to dispose the outdated textbooks.

 

It was moved by Mr. Raven, seconded by Ms. Watson and carried unanimously to set the January 2006 meeting date as Tuesday, January 10, 2006.

 

There was lengthy discussion concerning the roof on the band room at Ferriday High School.  It was moved by Mr. Riley, seconded by Mr. Raven and carried 8 to 1 with Ms. Rabb voting no, to advertise for bids to have a roof on the entire band room at Ferriday High School and to include the materials already purchased.

 

It was moved by Mr. Parnham, seconded by Ms. Rabb and carried unanimously to take the lowest bid and give Mr. Irvin permission to award the bid and move forward with the project.

 

It was moved by Mr. Roberts, seconded by Mr. Parnham and carried unanimously to reject the current bids for the athletic/sports building at Vidalia High School and to have an architect draw plans to submit for a new bid for a turnkey operation.

 

It was moved by Mr. Wilkinson, seconded by Mr. Raven and carried unanimously to advertise for bids to replace the roof and air conditioners at Ridgecrest School.

 

It was moved by Mr. Parnham to advertise for bids to replace the Vidalia Upper Elementary gymnasium roof.  Mr. Parnham amended his motion to include the request that the roof be metal.  The motion was seconded by Mr. Raven and carried unanimously.

 

It was moved by Ms. Campbell, seconded by Ms. Rabb and carried unanimously to add the addendum and approve personnel in global.

It was moved by Mr. Riley, seconded by Mr. Roberts and carried unanimously to enter into Executive Session at 6:25 P.M.

 

It was moved by Mr. Wilkinson, seconded by Mr. Parnham and carried unanimously to return to regular session at 8:45 P.M.

 

Regarding matters discussed in Executive Session, it was moved by Mr. Wilkinson, seconded by Mr. Parnham and carried unanimously to support the recommendation of the Superintendent.
