PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, APRIL 11, 2006

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, April 11, 2006, at five-thirty  (5:30) o'clock p.m.  The meeting was called to order by Ernest Lynn White, President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were: Mr. Ricky Raven, Mr. Raymond Riley, Mr. Gary Parnham, Ms. Martha Rabb, Ms. Melanie Watson, and Mr. Ernest Lynn White,  Mr. Jerry Roberts and Mr. Jimmy Wilkinson.  The member absent was Ms. Mary Campbell.

 

A representative from Taylor and Sons Insurance presented an award for Employee of the Month to Ms. Clara Carter, Title I Print Shop Manager.

 

It was moved by Mr. Raven, seconded by Mr. Roberts to add the following addendum:

 

                                                                  ADDENDUM

 

X.        Consider possible charges against tenured bus driver and set a date for hearing.

 

It was moved by Mr. Riley, seconded by Mr. Roberts and carried unanimously to approve the Board minutes of March 14, 2006.

 

It was moved by Mr. Parnham, seconded by Mr. Wilkinson and carried to approve invoices for the month of March in the amount of $3,206,743.

 

It was moved by Ms. Rabb, seconded by Mr. Raven and carried to enter into Executive Session at 5:42 P.M.

 

It was moved by Mr. Roberts, seconded by Mr. Raven and carried unanimously to return to Regular Session at 5:49 P.M.

 

Mr. Lynn White, Board President, announced that the Board received information pertinent to personnel.

 

Mr. Butcher presented the following proposal for the summer school program:

It was moved by Mr. Riley, seconded by Ms. Watson to approve the proposal as presented.  Motion carried 6 to 2 with Mr. Wilkinson and Ms. Rabb voting against the motion.

 

Superintendent Laster made the recommendation to fill the vacant position of Supervisor of Maintenance and Transportation.  The superintendent's recommendation for the position was Mr. Tommy Lanius.  It was moved by Mr. Wilkinson, seconded by Mr. Parnham and carried unanimously to accept the superintendent's recommendation.

 

Mr. Roberts requested that an item be added to the agenda concerning the Vidalia Upper roof. 

 

It was moved by Mr. Raven, seconded by Mr. Parnham and carried to approve the addition of the item concerning the roof.

 

It was moved by Mr. Roberts, seconded by Ms. Rabb and carried unanimously to change the material to be used on the Vidalia Upper Elementary Gym roof from metal to architectural shingles. 

 

It was explained that the architectural shingles would be more in line with the current roof, considering that this structure was one of the oldest buildings in the parish.

 

It was moved by Ms. Rabb, seconded by Mr. Raven and carried unanimously to approve the personnel item as follows:

 

Appointment

Tommy Bell, Technology Technician, effective May 1, 2006

 

The Board was informed by Mr. Jon Guice, Board Attorney,  that there was a bus driver not reporting to work.  Due to the fact that this is a tenured bus driver, the driver would need to submit a resignation or the board would take action.  The Board was presented with the formal charges.

 

It was moved by Mr. Riley, seconded by Mr. Raven and carried unanimously to approve the following resolution:
