PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING ON TUESDAY, SEPTEMBER 12, 2006
The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, September 12, 2006, at five-thirty (5:30) o'clock P.M. The meeting was called to order by Ernest Lynn White, President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Ms. Mary Campbell, Mr. Gary Parnham, Ms. Martha Rabb, Mr. Jerry Roberts, Mr. Ricky Raven, Mr. Ernest Lynn White, Mr. Jimmy Wilkinson, and Ms. Melanie Watson.
Member absent: Mr. Raymond Riley, Sr.
Mr. Tom O'Neal, Director of Business Affairs, reviewed the Property Tax and informed the Board that he would be recommending for the millage to remain the same as last year.
Comments included speculation on the impact Wal Mart would have on the tax base.
Mr. O'Neal also presented the budget for the 2006-07 fiscal year.
Topics discussed included debt service, Katrina evacuee students, and MFP funding.
It was moved by Mr. Raven, seconded by Mr. Parnham to adjourn the public hearing at 5:50 P.M.

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, September 12, 2006, at five-thirty (5:50) o'clock P.M. The meeting was called to order by Ernest Lynn White, President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Ms. Mary Campbell, Mr. Gary Parnham, Ms. Martha Rabb, Mr. Raymond Riley, Sr., Mr. Jerry Roberts, Mr. Ricky Raven, Mr. Ernest Lynn White, and Mr. Jimmy Wilkinson, Mr. Raymond Riley, Sr., and Ms. Melanie Watson.
Superintendent Laster recognized the Concordia Parish Teacher of the Year winners as follows:
Ms. Lynda Williams Ferriday Lower Elementary School
Ms. Angel White Ferriday Junior High School
It was moved by Ms. Rabb, seconded by Mr. Roberts and carried unanimously to approve minutes of Special Meeting, August 1, and Regular Meeting, August 8, 2006.
It was moved by Mr. Parnham, seconded by Mr. Wilkinson and carried unanimously to approve invoices in the amount of $1,795,690.
It was moved by Mr. Parnham, seconded by Mr. Roberts and carried unanimously to adopt the 2006-07 Property Tax Proposal.
It was moved by Mr. Parnham, seconded by Ms. Watson and carried unanimously to adopt the 2006-07 Consolidated Budget.
It was moved by Mr. Raven, seconded by Mr. Riley and carried unanimously to adopt the Louisiana Compliance Statement of Audit Engagements.
Paper bids were opened as follows:
Ricoh Corporation $23.47 per case
Unisource $26.40 per case
It was moved by Mr. Wilkinson, seconded by Mr. Riley and carried unanimously to take the bids under advisement in order to allow Mr. O'Neal and the Superintendent time to review the bids and to grant them authority to award the bid.
Bids for the Ridgecrest Roof Project were opened as follows:

It was recommended by Mr. O'Neal that the Board accept the low bid. It was moved by Mr. Wilkinson, seconded by Mr. Raven and carried unanimously to accept Mr. O'Neal's recommendation to award the bid to Wilmar Construction to include the base bid, alternate #1 and alternate #2.
It was moved by Mr. Riley, seconded by Mr. Raven, and carried unanimously to grant authority to rename the Ferriday High School Band Hall the Carl R. Dangerfield Music Hall.
It was moved by Ms. Campbell, seconded by Mr. Raven and carried 8 to 1, with Ms. Rabb voting no, to approve personnel items in global with the exception of the following:
