PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, OCTOBER 10, 2006
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, October 10, 2006, at five-thirty (5:50) o'clock P.M. The meeting was called to order by Ernest Lynn White, President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Ms. Mary Campbell, Mr. Gary Parnham, Ms. Martha Rabb, Mr. Raymond Riley, Sr., Mr. Jerry Roberts, Mr. Ricky Raven, Mr. Ernest Lynn White, Mr. Jimmy Wilkinson, Mr. Raymond Riley, Sr., and Ms. Melanie Watson.
Superintendent Laster recognized the following students for having been named Sidney Murray Citizenship winners:

9th Grade - Brooke Baker 9th Grade - Josh Welch 9th Grade - Deonca Birdon
10th Grade - Samantha Myers 10th Grade - Sydney Guidroz 10th Grade - Micaya Davis
11th Grade - Devin Shively 11th Grade - Mallory Guidroz 11th Grade - James Lee
12th Grade - Virginia Chandler 12th Grade - Aubrie Lasyone 12 th Grade - Tyrelle Thomas
Ms. Sonya Caviness, teacher, was recognized as the Taylor and Sons Employee of the Month.
Superintendent Laster recognized the Concordia Parish Teacher of the Year winner as follows:
Ms. Angel White Ferriday Junior High School
The attendance awards for the first 6 weeks were as follows:
Vidalia Lower - 98.1% First Place
Ridgecrest School - 97.5% Second Place
Ferriday Lower - 97.1 % Third Place
Mr. Joe Bairnsfather, 4-H County Agent and Ms. Shevawn James, Assistant Extension Agent, recognized Concordia Parish Students for outstanding achievements in 4-H.
Ms. Betsy Irvine, Executive Director, Louisiana Delta Service Corp. made a presentation to the Board on the Service Corp. in Concordia Parish.
Ms. Michelle Bethea, Principal, unveiled the plaque to be placed on the band hall in honor of Mr. Carl Dangerfield.
It was moved by Mr. Raven, seconded by Mr. Roberts and carried unanimously to approve the minutes of the Public Hearing and Regular Board meeting of Tuesday, September 12, 2006
It was moved by Mr. Parnham, seconded by Mr. Wilkinson, and carried unanimously to approve the financial report and invoices in the amount of $3,203,353.00.
It was moved by Mr. Parnham, seconded by Mr. Wilkinson, and carried unanimously to enter into Executive Session at 6:05 P.M.
It was moved by Mr. Raven, seconded by Mr. Roberts and carried unanimously to return to regular session at 6:35 P.M.
Superintendent Laster recommended Dr. Paul Nelson for the position of Director of Academic Affairs. It was moved by Mr. Wilkinson, seconded by Mr. Roberts and Ms. Rabb to accept the Superintendent's recommendation. The motion passed 7 to 2, with Ms. Campbell and Mr. Riley voting no.
A single bid in the amount of ___________________ was recieved from Daniels Forestry Services Inc. It was moved by Mr. Riley, seconded by Ms. Rabb and carried unanimously to allow Mr. O'Neal to review the bid and granted authority to award if the bid was in order.
It was moved by Ms. Rabb, seconded by Mr. Roberts and carried unanimously to approve the Pupil Progression Plan.
It was moved by Ms. Watson, seconded by Mr. Raven and carried unanimously to approve the School Improvement Budget in the amount of $315,891 which was not included in the Consolidated Budget.
It was moved by Mr. Parnham, seconded by Mr. Raven and Ms. Rabb and carried unanimously to approve a pay increase of $500 for all non-certified employees.
It was moved by Mr. Raven, seconded by Mr. Wilkinson and carried unanimously to approve the first reading of Policy ED - Student Transportation Management and Policy GCR - Substitutes for Support Personnel.
It was moved by Ms. Campbell, seconded by Mr. Rabb and carried unanimously to approve all personnel items in global.
Superintendent Laster announcements concerning the Ferriday Art and Essay Contest, the school performance scores, the monitoring visit and the Southern Association of Schools and Colleges visits.
It was moved by Mr. Parnham, seconded by Mr. Roberts and carried to adjourn at 6:50 P.M.
