PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, APRIL 12, 2007
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, April 12, 2007, at six (6:00) o'clock P.M. The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Gary Parnham, Mr. Raymond Riley, Ms. Martha Rabb, Ms. Deanie Roberts, Mr. Ricky Raven, Mr. Fred T. Butcher, Mr. Daryl Price, and Ms. Darlene Baker. Member absent was Ms. Mary Campbell.
Ms. Velma Fortune, Office Cleaner, was recognized as the winner of the Taylor and Sons Employee of the Month.
Committee reports were given by each committee chairperson.
It was moved by by Mr. Butcher, seconded by Mr. Raven to approve the minutes of March 8, 2007. Mr. Riley requested that the minutes reflect that he was absent to attend the LSBA Conference.
It was moved by Ms. Baker, seconded by Mr. Raven and carried to approve the financial report and invoices in the amount of $3,333,906.
It was moved by Ms. Baker, seconded by Mr. Raven and carried unanimously to move Item VII - Executive Session to the end of the agenda.
It was moved by Mr. Riley, seconded by Mr. Butcher and carried 7 to 1 with Mr. Raven voting no, to move the May Board meeting date to May 8, 2007 due to Ferriday High School graduation.
It was moved by Mr. Raven, seconded by Mr. Butcher and carried unanimously to enter into a cooperative endeavor with the Monterey Fire District.
It was moved by Mr. Raven, seconded by Mr. Butcher and carried unanimously to employ a deputy for the Concordia Education Center or any other school for the remainder of this year with the matter being reviewed in June.
The Board discussed the demolition of the old Ferriday Junior High School. There was a of the asbestos abatement. It was moved by Mr. Riley, seconded by Ms. Rabb and carried to move forward on the demolition of the old Ferriday Junior High School.
It was moved by Mr. Riley, seconded by Ms. Baker and carried unanimously to approve the first reading of Policy ED - Student Transportation Management.
Mr. Butcher withdrew the agenda item concerning a policy on written communication.
Mr. Butcher requested that Dr. Laster and her staff perform a detailed feasibility study for a Vocational Center for Ferriday High School or the Ferriday Area. It was moved by Mr. Butcher, seconded by Mr. Riley, and carried 7 to 1 with Ms. Rabb voting no, for Dr. Laster and her staff to do a feasibility study and bring the findings back to the Board in 90 to 120 days on how to integrate what is being done and how it can be integrated into what is needed concerning Vocational Education in the Ferriday area.
Mr. Butcher requested that the Board consider redesigning the weight room at Ferriday High School. It was moved by Mr. Butcher, seconded by Mr. Raven and carried to consider looking at a redesign plan for the weight room at Ferriday High School.
It was moved by Ms. Rabb, seconded by Mr. Raven and carried to approve all personnel items in global as follows:

It was moved by Ms. Baker, seconded by Ms. Rabb and carried unanimously to add an item to the agenda concerning the contract of Mr. Julius Huhn, Federal Program Director.
It was moved by Ms. Baker, seconded by Ms. Rabb and carried unanimously to extend the current contract of Mr. Julius Huhn through Friday, October 19, 2007.
