PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JULY 12, 2007

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, July 12 2007, at six  (6:00) o’clock P.M.  The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Ms. Darlene Baker, Mr. Fred T. Butcher, Ms. Mary Campbell, Mr. Daryle Price, Ms. Martha Rabb, Mr. Ricky Raven, Mr. Raymond Riley, Sr., Ms. Deanie Roberts, and Mr. Gary Parnham, Sr.

 

Ms. Linda Spinks, Reading First Supervisor, presented an update to the Board on the Reading First Program.  Ms. Spinks made note that Concordia Parish was one of three districts recognized on the United States Department of Education website.

 

The finance committee report was presented by Mr. Fred Butcher.  Mr. Butcher informed the Board that the committee discussed treating the twelve month non-certified personnel the same as the twelve month certified personnel in regard to the state raise whereby the non-certified personnel would receive 12/9 of the raise.

 

The Building and Grounds Committee report was presented by Mr. Raymond Riley.  Mr. Riley informed the Board that the committee discussed burglar alarms at Ferriday Junior High, the auction, renovation of the storeroom at Ferriday Junior High and painting projects.

 

It was moved by Mr. Butcher, seconded by Ms. Rabb and carried unanimously to approve the minutes of June 14, 2007 Regular Meeting and June 28, 2007 Special Meeting.

 

It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously to approve invoices and financial report for the month of May in the amount of $3,642,733.

 

It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously to add two items to the agenda as follows:

Modification of Contract Driver Repair Allowance

Extended Employment

 

It was moved by Mr. Raven, seconded by Ms. Baker and carried unanimously to add the following items to the agenda:

Appoint Official Journal for the Board

Approve Personnel Evaluation Report

Permission to Advertise for Bids for Exterminating Service – School Food Service

Recommendation for the Position of Supervisor of Child Welfare and Attendance

 

Ms. Tammy Rouse, Representative for W.K. Kellogg Foundation, came before the Board to offer the service of diversity classes to Board Members.

 

I was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously to raise the hourly rate of pay for primarily federally funded contract workers from $20 per hour to $25 per hour.

 

It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to approve a resolution to make application for membership to Louisiana Public School Risk Management Agency.

 

It was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously to approve The Concordia Sentinel as the official journal for the Concordia Parish School Board.

 

It was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously to approve the Personnel Evaluation Report.

 

It was moved by Ms. Rabb, seconded by Mr. Butcher and carried unanimously to grant School Food Service permission to advertise for bids for exterminating services.

 

Superintendent Laster recommended Dr. Brenda Moore to fill the position of Supervisor of Child Welfare and Attendance.

 

It was moved by Mr. Butcher, seconded by Ms. Campbell and carried 6 to 3 with Ms. Baker, Mr. Raven and Ms. Roberts voting no, to freeze all extended employment appointments in excess of ten months until a later date.

 

It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously to change the wording of the Contract Driver Repair Allowance as follows:  Remove the wording - Prior approval for purchases and replace with Verification of Services rendered.

 

It was moved by Ms. Campbell, seconded by Ms. Rabb and carried unanimously to approve all personnel items in global as follows:
