PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, NOVEMBER 8, 2007
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, November 8, 2007, at six (6:00) o’clock P.M. The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Ms. Darlene Baker, Mr. Fred T. Butcher, Ms. Mary Campbell, Mr. Daryle Price, Ms. Martha Rabb, Mr. Ricky Raven, Mr. Raymond Riley, Sr., Ms. Deanie Roberts, and Mr. Gary Parnham, Sr.
Mr. Wayne Ryan, Taylor & Sons Insurance, presented the Taylor & Sons Employee of the Month award to Mr. Rick Brown, Principal, Vidalia High School.
Superintendent Laster recognized the winners of the Sidney Murray Hydroelectric Citizenship Award for the month of November. Winners are as follows:

Committee reports were presented by the chairman of each committee.
It was moved by Mr. Butcher, seconded by Ms. Rabb and carried unanimously to approve the minutes of the regular meeting of October 11, 2007 and the special meeting of October 23, 2007.
It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to approve the invoices in the amount of $3,480,294 for the month of October.
It was moved by Ms. Baker, seconded by Mr. Raven and carried six to three on a roll call vote to move agenda item “Recommendation for Administrative Assistant for Vidalia Lower Elementary School for the Remainder of the 2007-08 School Year. The roll call vote was as follows:

Superintendent Laster recommended Ms. Lisa Cater, teacher, Ferriday Lower Elementary School as Administrative Assistant for Vidalia Lower Elementary for the remainder of the 2007-08 school year.
It was moved by Ms. Baker, seconded by Mr. Raven to accept the Superintendent’s recommendation to appoint Ms. Lisa Cater, teacher, Ferriday Lower Elementary School as Administrative Assistant for Vidalia Lower Elementary for the remainder of the 2007-08 school year. The motion failed five to four on a roll call vote. The roll call vote was as follows:

It was moved by Ms. Rabb, seconded by Mr. Raven and carried unanimously to advertise for the position of Superintendent after the Personnel Committee meets.
It was moved by Mr. Riley, seconded by Ms. Rabb and carried six to three on a roll call vote to buy out the remainder of the contract of Superintendent, Kerry Laster and to authorize the Board President and Vice-President to work with the attorney to take care of any necessary legal matters concerning the contract. The roll call vote was as follows:

Bids for bathroom renovations for Ferriday and Monterey schools were opened. A single bid from Wilmar Construction in the amount of $1,495,900 was submitted. It was moved by Ms. Rabb, seconded by Mr. Raven and carried unanimously to reject the bid.
It was moved by Mr. Raven, seconded by Ms. Baker and carried seven to two, with Mr. Butcher and Ms. Campbell voting no, to add an item to the agenda relative to required personnel according to State Bulletin 741.
Superintendent Laster informed the Board that Concordia Parish School District was not in compliance with state and federal guidelines concerning required personnel. She advised the Board that according to State Bulletin 741, each district is required to have a Supervisor of Child Welfare and Attendance.
It was moved by Ms. Campbell, seconded by Ms. Rabb and carried unanimously to approve the following personnel items in global:

Mr. Raven recognized Superintendent Laster for having received the Paul H. Fouquier Educational Leadership Award.
Ms. Michelle Bethea, Principal, Ferriday High School, announced that the Ferriday Trojans were District Champions.
