The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 11, 2008, at six (6:00) o’clock p.m. The meeting was called to order by Mr. Gary Parnham, President, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Ms. Mary Campbell, Mr. Raymond Riley, Mr. Ricky Raven, Ms. Deanie Roberts, Mr. Gary Parnham, Ms. Martha Rabb, Ms. Darlene Baker, Mr. Daryle Price and Mr. Fred Butcher.
No member was absent.
Mr. Tom O’Neal, Director of Business Affairs, reviewed the 2008-09 consolidated budget for Board Members and members of the public. Mr. O’Neal also reviewed the 2008 property tax Millage. Immediately following the review, the floor was opened for comments and/or questions. There were no questions.
It was moved by Ms. Rabb, seconded by Mr. Butcher and carried to adjourn at 6:33 P.M.

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 11, 2008, immediately following the public hearing. The meeting was called to order by Mr. Gary Parnham, President.
Members present were Ms. Mary Campbell, Mr. Raymond Riley, Mr. Ricky Raven, Ms. Deanie Roberts, Mr. Gary Parnham, Ms. Martha Rabb, Ms. Darlene Baker and Mr. Daryle Price and Mr. Fred Butcher.
No member was absent.
Committee reports were presented by each committee chairperson.
It was moved by Mr. Riley, seconded by Ms. Roberts and carried unanimously to approve the minutes of August 14, 2008.
It was moved by Mr. Riley, seconded by Ms. Roberts and carried to approve the financial report and invoices for the month of August in the amount of $4,238,644.
It was moved by Ms. Baker, seconded by Mr. Raven and carried unanimously to approve the auditor’s compliance statement.
It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to approve the Consolidated Budget Resolution for Fiscal Year 2008-09 as follows.
BUDGET RESOLUTION
RESOLUTION ADOPTING AN OPERATING BUDGET
OF REVENUE AND EXPENDITURES FOR FISCAL YEAR
BEGINNING JULY 1, 2008 AND ENDING JUNE 30, 2009
BE IT RESOLVED, By the CONCORDIA PARISH SCHOOL BOARD, during Regular Session of September 11, 2008 that:
SECTION #1 - The attached estimate of revenues and expenditures, for the Fiscal Year Ending June 30, 2009, be adopted to serve as an operating budget of revenues and expenditures for the Concordia Parish School Board.
SECTION #2 - The amounts available for expenditures are only to the extent of those included within this adopted budget for Fiscal Year Ending June 30, 2009.
PASSED and ADOPTED at Vidalia, Louisiana on this the eleventh day of September, 2008.
It was approved by the Board to adopt the resolution for the adjusted Millage rate(s) for the tax year 2008 on a roll call vote as follows:

BE IT RESOLVED, that the following millage(s) is hereby levied on the 2008 tax roll, on all property subject to taxation by the Concordia Parish School Board.
MILLAGE
I) Constitutional 02.84 Mills
2) Additional support for maintaining
and operating of parish schools 23.08 Mills
BE IT FURTHER RESOLVED, that the proper administrative officials of the Parish of Concordia, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2008, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

The Board dispensed with Item D on the agenda. Adopt the Adjusted Millage Rate(s) After Reassessment and Roll Forward the Millage to a rate(s) Not to Exceed the Prior Year’s Maximum Millage for the Tax Year 2008.
The Reverend Chandler who had requested to appear to discuss the Establishment of a Charter School was not present.
The Board discussed the drop-off and pick-up lines at schools along with the bus arrival times.
Dr. Brenda Moore addressed the Board concerning the investigation of out-of-zone students currently underway which includes the checking of out-of-state license tags in the school drop-off lines.
