PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING MEETING HELD ON THURSDAY, AUGUST 13, 2009
The School Board of the Parish of Concordia, State of Louisiana, met in a public hearing session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, August 13, 2009, at six (6:00) o’clock P.M. The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared the public hearing open.
Mr. Tom O’Neal opened the discussion with an overview of the Ad Valorem Tax Millages for 2009. He informed the Board that it was his recommendation that the millages be maintained at the same level.
The floor was opened for public comment and input. There were no public comments.
It was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously that the Public Hearing be closed.

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, August 13, 2009, at six (6:10) o’clock P.M. The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were, Ms. Mary Campbell, Ms. Darlene Baker, Mr. Fred T. Butcher, Ms. Martha Rabb, Mr. Gary Parnham, Sr., Mr. Ricky Raven, Ms. Deanie Roberts and Mr. Daryle Price.
Member absent was Mr. Raymond Riley.
Committee reports were presented by Mr. Price, Ms. Roberts and Ms. Campbell.
It was moved by Mr. Riley, seconded by Mr. Raven and Ms. Rabb and carried unanimously to approve the minutes of July 9, and July 30, 2009, with the following change:
It was moved by Mr. Butcher, seconded by Ms. Rabb and carried unanimously to accept the superintendent’s recommendation of Ms. Debra Harris as interim principal of Vidalia Lower Elementary for the 2009-2010 school year only.
It was moved by Mr. Raven, seconded by Mr. Butcher and carried unanimously to accept the superintendent’s recommendation of Ms. Phyllis Cage as interim principal of Ferriday Junior High for the 2009-2010 school year only.
It was moved by Mr. Butcher, seconded by Ms. Campbell and carried unanimously to approve the financial report and invoices in the amount of $4,218,547 for the month of July 2009.
It was moved by Ms. Campbell, seconded by Mr. Butcher and carried unanimously to add an item to the agenda as follows: Open bids for Exterminating Services for Cafeterias.
Bids for Geotechnical Investigation for Ferriday Upper and Ferriday Junior High School for Foundation Under Pinning and Building Repair were opened as follows:

It was moved by Mr. Butcher, seconded by Ms. Roberts and carried unanimously to take the bids under advisement and award to the low bidder provided funds are available and to include Mr. McGee, Supervisor of Maintenance and Transportation in the process.
It was moved by Mr. Raven, seconded by Mr. Butcher and carried to award the sole bid for Fiscal agent and Depository Bank for Fiscal Years 2009-2010 and 2010-2011 to Concordia Bank and Trust /Delta Bank.
It was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously to approve the resolution to request approval from the bonding commission to borrow money.
It was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously for the tax millages to remain at the current rate.
It was moved by Ms. Rabb, seconded by Mr. Price and carried to accept the sole bid for exterminating services from Bug Blasters in the amount of $250 per unit for 11 units at a total cost of $2,750.
It was moved by Ms. Campbell, seconded by Mr. Raven and carried unanimously to approve all personnel items in global as follows:
