PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, NOVEMBER 12, 2009
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, November 12, 2009, at six (6:00) o’clock P.M. The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were, Ms. Mary Campbell, Ms. Darlene Baker, Mr. Fred T. Butcher, Mr. Gary Parnham, Sr., and Mr. Ricky Raven. Mr. Raymond Riley arrived at 6:10 P.M.
Members absent were Ms. Martha Rabb, Ms. Deanie Roberts and Mr. Daryle Price.
Superintendent Blankenstein presented the Citizenship Awards.
Committee reports were presented by Mr. McGee and Mr. Butcher.
It was moved by Mr. Raven, seconded by Mr. Butcher and carried unanimously to approve the minutes of October 8, 2009.
It was moved by Ms. Campbell, seconded by Ms. Baker and carried unanimously to approve the invoices and financial report for the month of October in the amount of $3,207,881.00.
It was moved by Mr. Riley, seconded by Ms. Baker and carried unanimously to add the Louisiana Compliance Questionnaire to the agenda.
Bids for tree school campus tree trimming and removal were opened as follows:

It was moved by Mr. Riley, seconded by Ms. Baker and carried unanimously to take the bids under advisement to be certain that all the specifications were met by the bidder.
It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to reject all bids for foundation repair at Ferriday Junior High and Ferriday Upper Elementary School based on the fact that all bids exceeded the appropriated amount.
It was moved by Mr. Raven, seconded by Ms. Baker and carried unanimously to advertise the property located on Airport Road for an agriculture/grazing lease.
It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to change Policy JDD - Suspension to read “partial credit” under the section Credit for School Work Missed.
It was moved by Ms. Campbell, seconded by Ms. Baker and carried unanimously to approve the following policies in global.
GBD - Employment of Personnel, GBRA - Employee Conduct
JBE - Truancy JD - Discipline
JDE - Expulsion JGCD - Administration of Medication
GAMIA - Electronic Communications Between Employees and Students
It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to approve a $5.00 per pupil increase in the Junior High allotment and a $10.00 per pupil increase in the High School allotment effective immediately. This increase will bring the total allotment amount for senior high students to $25.00, and $20.00 for junior high students.
It was moved by Mr. Raven, seconded by Mr. Riley and carried unanimously to approve a one time supplemental rate increase for active employee’s 13th check for this year only. The amount of the one time supplemental increase for full time employees is to be $600, part-time employees will receive one half of the full-time rate or $300. This supplement is to be paid on January 15, 2010.
It was moved by Mr. Raven, seconded by Ms. Baker and carried unanimously to increase the retiree reimbursable hospitalization insurance rate for all current and future retirees maintaining such coverage with the Office of Group Benefits. The effective date of this change will be January 1, 2010 and will be as follows:
a) Retirees having 25, or more years of service in Concordia Parish will receive 100% of the benefit; that is to fully fund the employees’ share of the insurance, based on the current OGB/PPO vested rates at the time of the passage (11/12/09).
b) Retirees with 20 - 24 years of service in Concordia Parish are to receive 75% of the benefit; that is to fund 75% of the employees’ share of the insurance cost based on the current OGB/PPO vested rates at the time of the passage (11/12/09).
c) Retirees with less that 20 years of service in Concordia Parish are to receive $25.00 per month toward the cost of their OGB hospital insurance benefits.
It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to approve the posting of all School Board property.
It was moved by Mr. Raven, seconded by Ms. Campbell and carried unanimously to approve the Louisiana Compliance Questionnaire.
It was moved by Ms. Campbell, seconded by Mr. Butcher and carried unanimously to approve all personnel items in global.
