PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JANUARY 14, 2010

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, January 14, 2010, at six (6:00) o’clock P.M.  The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were, Mr. Fred Butcher, Ms. Darlene Baker, Mr. Gary Parnham, Sr.,  Ms. Martha Rabb, Mr. Daryle Price, Mr. Raymond Riley and Ms. Deanie Roberts.

 

Members absent were Mr. Ricky Raven and Ms. Mary Campbell.

 

It was moved by Mr. Butcher, seconded by Ms. Rabb and Ms. Roberts, and carried unanimously that the officers remain the same for 2010.  That would be Mr. Gary Parnham as president and Mr. Raymond Riley as vice president.

 

Mr. Parnham, president, asked that the committees remain the same unless a committee member wished to change.

 

Superintendent Blankenstein recognized the Student of the Year winners for the District as follows:

 

Jalen Russ, Ferriday Upper, 5th grade

Sankari Washington, Ferriday Junior High, 8th grade

Shelby Millican, Monterey High, 12th grade

 

Superintendent Blankenstein recognized Ferriday High School for having received the ACT College Readiness Award.

 

Committee reports were presented by Mr. Butcher, Mr. Riley and Ms. Rabb.

 

It was moved by Mr. Price seconded by Ms. Rabb and carried unanimously to approve the minutes of December 10, 2009.

 

It was moved by Ms. Baker, seconded by Ms. Roberts and carried unanimously to approve the invoices and financial report for the month of December in the amount of $3,935,579.00.

 

It was moved by Mr. Butcher, seconded by Ms. Rabb and carried unanimously to add item E - Audit Review to the agenda.

 

It was moved by Ms. Rabb, seconded by Ms. Baker and carried unanimously for Board meetings to be held the second Thursday of each month at 6:00 P.M.

 

It was moved by Ms. Baker, seconded by Ms. Rabb and carried unanimously to approve the revised Job Description for the Parent Involvement Coordinator.

 

It was moved by Mr. Price, seconded by Ms. Rabb and carried unanimously to consider and take action with respect to adopting a resolution ordering and calling a special election to be held in the Parish of Concordia, State of Louisiana, to authorize the levy of a sales and use tax therein, making application to the State Bond Commission in connection therewith and providing for other matters in connection therewith. (see attached)

 

Mr. O’Neal presented the audit review for the Board as received from Payne, Moore and Herrington, LLP.

 

It was moved by Mr. Butcher, seconded by Ms. Rabb and carried unanimously to accept the recommendation of the superintendent of Ms. Phyllis Cage as principal of Ferriday Junior High School.

 

It was moved by Mr. Butcher, seconded by Ms. Roberts and carried unanimously to enter into Executive Session at 6:35 P.M. pursuant to RS 42:6.1A(1) to discuss the professional competence of an employee.

 

It was moved by Ms. Rabb, seconded by Mr. Price and carried unanimously to return to regular session at 8:10 P.M.

 

It was moved by Mr. Riley, seconded by Ms. Rabb and carried on a roll call vote 5 to 1, with Mr. Parnham not voting, to remove the last item from the personnel agenda as follows:

 

It was moved by Mr. Butcher, seconded by Mr. Price and carried unanimously to approve all other personnel items in global as follows:

 

Termination

 

Glen Henderson, teacher, Ferriday High School, effective January 14, 2010.

 

Appointments:

 

James Shaidnagle, physical education/health teacher, Vidalia High School, effective January 5, 2010, for the remainder of the 2009-10 school year

 

Miranda Nealy, paraprofessional, Adult Education Program, effective January 15, 2010, for the remainder of the 2009-2010 school year only

 

Cameron Davis, 8 hour/10 month janitor, Ferriday High School, effective January 19, 2010, six months probationary period

 

Leave:

 

Christine Roberts, teacher, Vidalia Upper Elementary, return from extended medical leave, effective January 5, 2010

 

Retirement:

 

Carolyn Huffman, gifted teacher, Vidalia High School and Ferriday High School, effective January 20, 2010

 

Resignation:

 

Gregory Brooks, 8 hour/11 month janitor, Ferriday Upper Elementary, effective January 14, 2010

 

It was moved by Mr. Riley, seconded by Mr. Butcher and carried 4 to 2, with Mr. Parnham not voting, to not accept the Superintendents recommendation for termination.

 

It was moved by Mr. Riley, seconded by Mr. Price and carried 4 to 2, with Mr. Parnham not voting, to accept the principal’s recommendation with the stipulations made in Executive Session and reflected in the personnel file.

 

It was moved by Mr. Butcher, seconded by Ms. Rabb and carried unanimously to adjourn at 8:15 P.M.
