PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JUNE 10, 2010          

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, June 10, 2010, at six (6:00) o’clock P.M.  The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

Members present were Ms. Darlene Baker, Mr. Gary Parnham, Sr., Mr. Ricky Raven, Ms. Mary Campbell, Ms. Martha Rabb, Mr. Raymond Riley, Mr. Fred T. Butcher and Mr. Daryle Price.

Member absent was Ms. Deanie Roberts.

Dr. Paul Nelson, Director of Academics, along with Ms. Cheryl Probst recognized the Choice Program Volunteers.

Committee reports were presented by each committee chairperson.

It was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously to approve the minutes of May 20, 2010.

It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously to approve invoices in the amount of $3, 958,415.

It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to approve the 2009-10 Consolidated Budget Revision.

It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to name the Concordia Sentinel as the official journal of the Board.

It was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously to approve the contract of the School Resource Officer.

A PowerPoint presentation concerning costs of school transportation services was presented to the Board.

It was moved by Mr. Butcher, seconded by Ms. Baker and carried 5 to 3, with Ms. Roberts absent,  on a roll call vote to renew the Durham contract with the previously mentioned changes.  Changes being a three year contract rather than four, tire purchases to be made in Concordia Parish and advertising vacant routes.  Roll call was as follows:

The Delta Charter group requested to be removed from the agenda.

It was moved by Mr. Raven, seconded by Ms. Rabb and carried to grant permission for office personnel along with two members of the finance committee to open and accept bids for computer software as advertised for June 17, 2010.

It was moved by Ms. Campbell, seconded by Mr. Raven and carried to approve all personnel in global with the exception of the following two items.

Mary Waller, counselor, Vidalia High School, effective July 26, 2010.

Chad Harkins, teacher/head football coach, Ferriday High School, effective July 26, 2010.

It was moved by Mr. Raven, seconded by Ms. Rabb and carried five to three with Ms. Roberts being absent, to hire Chad Harkins as head football coach at Ferriday High School.  Roll call vote is a follows:

It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously to hire Mary Waller only if it is the principal’s recommendation.

Mr. Butcher requested to go on record that he strongly opposed the transfer of Mr. Kale Davis.

It was moved by Mr. Riley, seconded by Mr. Raven to enter into Executive Session at 6:55 P.M.

It was moved by Mr. Raven, seconded by Ms. Rabb and carried unanimously to return from Executive Session at 7:43 P.M.

It was moved by Mr. Riley, seconded by Mr. Butcher to reverse the decision concerning

Item A:  The Board will enter into Executive Session Pursuant to RS 42:6.1 at the request of Ms. Regina McCoy to discuss her son, the motion failed on a tie roll call vote.
