PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, NOVEMBER 11, 2010
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, November 11, 2010, at six (6:00) o’clock P.M.. The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Gary Parnham, Sr., Ms. Mary Campbell, Mr. Ronnie Bradford, Ms. Martha Rabb, Mr. Raymond Riley, Mr. Fred T. Butcher, and Ms. Deanie Collier.
Member absent was Ms. Darlene Baker and Mr. Daryle Price
Superintendent Blankenstein presented the Sidney A. Murray Citizenship Awards as follows:

Committee reports were provided to the Board.
It was moved by Mr. Riley, seconded by Ms. Rabb and carried unanimously to approve the minutes of October 14, 2010.
It was moved by Mr. Riley, seconded by Ms. Rabb and carried unanimously to approve the financial report for the month of October in the amount of $3,877,187.
Two recommendations were made to the Board concerning sales tax supplements as follows:
Recommendation #1
To increase the current sales tax supplements for teachers and support personnel at a two to one ratio $1,000/500 base pro rated from January 2011 to the end of the year for all employees.
Teachers 9 month base $1,000
Support 9 month base $500
Recommendation #2
For this year only, grant the additional $600 to the current amount for those employed as of October 1, 2010.
Current Teachers $400 + $600 total $1,000
Support $200 + $600 total $800
It was moved by Ms. Rabb, seconded by Ms. Campbell to approve recommendation #2. It was moved by Mr. Butcher and seconded by Mr. Riley to dispense the check on the first Friday in January. The amended motion carried unanimously.
It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously for the December supplement check to be paid on the first Friday in December.
Mr. O’Neal expressed concerns over being able to pay the supplement check on the first Friday of January due to federal requirements.
It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously to refer Recommendation #1 back to committee for further review.
It was moved by Mr. Butcher, seconded by Ms. Rabb and carried to approve the second reading of the following policies:
EDBA - Responsibility for Vehicle Operation
BCBD - Agenda Preparation and Dissemination
GBN - Dismissal of Employees
It was moved by Ms. Campbell, seconded by Mr. Bradford to approve all personnel items in global.
