PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JANUARY 13, 2011
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, January 13, 2011, at six (6:00) o’clock P.M.. The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Gary Parnham, Sr., Ms. Mary Campbell, Ms. Darlene Baker, Mr. Daryle Price, Mr. Charles Minor, Mr. Raymond Riley, and Ms. Cheryl Probst.
Mr. Fred T. Butcher arrived at 6:08 P.M.
Member absent was Ms. Martha Rabb.
Mr. Clyde Ray Webber, Clerk of Court, administered the oath of office to the members present which included: Mr. Gary Parnham, Sr., Ms. Mary Campbell, Ms. Darlene Baker, Mr. Daryle Price, Mr. Charles Minor, Mr. Raymond Riley, and Ms. Cheryl Probst. Mr. Webber informed the Board that Ms. Rabb has already received the Oath of Office.
It was moved by Ms. Baker, seconded by Mr. Price and carried unanimously for the Board officers to remain the same with Mr. Gary Parnham as president and Mr. Raymond Riley as vice-president.
Mr. Parnham suggested that the committee members remain the same.
Superintendent Blankenstein recognized Mary Grimmett, Monterey student, as the 8th grade student of the year winner.
Committee reports were presented.
It was moved by Mr. Riley, seconded by Ms. Campbell and carried unanimously to approve the minutes of December 9, 2010.
It was moved by Ms. Baker, seconded by Mr. Price and carried unanimously to approve the financial report for the month of December in the amount of $3,746,314.
Mr. Clyde Ray Webber administered the Oath of Office to Mr. Fred T. Butcher.
It was moved by Ms. Baker, seconded by Mr. Price to set the Board meetings for the second Thursday of each month. It was moved by Mr. Riley, seconded by Mr. Price to amend the original motion to allow the March and the May meeting to be on the third Thursday of the month due to conflicts. Both the amendment and the motion carried unanimously.
Mr. Tom O’Neal, Director of Business Affairs, presented the audit review for the year ended June 30, 2010. Mr. O’Neal provided the members with a copy of the audit review and pointed out pertinent information therein.
It was moved by Mr. Price, seconded by Ms. Baker and carried unanimously to approve the second reading of the following policies:

CED - Employment of Superintendent DFL - Investments
DJED - Bids and Quotations DO - School Property Disposal

JCDAC - Student Alcohol and Substance Abuse
IDBB - Alcohol, Tobacco, Drug, and Substance Abuse Education Program
It was moved by Ms. Campbell, seconded by Ms. Baker and carried unanimously to approve the following personnel items in global:

It was moved by Mr. Butcher, seconded by Ms. Baker and carried unanimously to adjourn at 6:50 P.M.
