PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON THURSDAY, JUNE 9, 2011

The School Board of the Parish of Concordia, State of Louisiana, met in a public hearing at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, June 9, 2011, at six (6:00) o’clock P.M..  The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

Mr. Tom O’Neal reviewed the tax levies with all present.

The General Operations Millage is set at 23.08 mills, the Construction Millage is set at 2.84 mills and the New Construction Millage is set at 12 mills. 

After a review of the millages, Mr. O’Neal asked for any questions.  The floor was opened for questions from the public.  There were no questions.

It was moved by Mr. Price, seconded by Ms. Baker and carried to close the public hearing.

PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JUNE 9, 2011

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, June 9, 2011, at 6:05 P.M.  immediately following the public hearing.  The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

Members present were Mr. Gary Parnham, Sr., Ms. Mary Campbell, Ms. Darlene Baker, Ms. Cheryl Probst, Mr. Charles Minor, and Mr. Daryl Price.

Members absent were Ms. Martha Rabb and Mr. Raymond Riley.

Mr. Butcher arrived at 6:08 P.M.

Ms. Cheryl Probst recognized the members of the business community who participated in the Choices Program.  Those present were Ms. Georganna Berry, Ms. Catherine Cartwright, and Ms. Patricia Anderson.

Committee Reports were presented.

It was moved by Mr. Butcher, seconded by Ms. Campbell and carried unanimously to approve the minutes of May 19, 2011.

It was moved by Ms. Baker, seconded by Mr. Minor and carried unanimously to approve the financial report and invoices in the amount of $3,925,985.

It was moved by Mr. Butcher, seconded by Ms. Probst and carried unanimously to adopt the following resolution:

RESOLUTION

BE IT RESOLVED, that the following millage(s) is hereby levied on the 2011 tax roll, on all property subject to taxation by the Concordia Parish School Board.

MILLAGE

            1) Constitutional                                                         02.84 Mills

2) Additional support for maintaining                           23.08 Mills

and operating of parish schools                              

BE IT FURTHER RESOLVED, that the proper administrative officials of the Parish of Concordia, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2011, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

It was moved by Mr. Price, seconded by Ms. Baker and carried unanimously to adopt the following resolution:

RESOLUTION

BE IT RESOLVED, that the following millage(s) is hereby levied on the 2011 tax roll, on all property subject to taxation by the Concordia Parish School Board.

Acquiring and construction of additional classrooms and

            for the providing of additional support for public education          12.00 Mills

Mr. O’Neal reminded the Board that Title I federal funds may be used to cover the costs of summer remediation for LEAP, iLEAP, Credit Recovery, and GEE remediation if the local budget has no funds or funding sources outside emergency funding balances available.   He explained that due to funding cuts by the state, no local funds were available.  It was requested of the Board to pass a motion to allow the use of federal funds to cover the costs of summer remediation for the students.  It was moved by Ms. Probst, seconded by Mr. Minor and carried unanimously to allow the use of federal funds to cover the cost of summer remediation for students.

It was moved by Mr. Price, seconded by Ms. Campbell and carried unanimously to approve the 2011-2012 Consolidated Federal Programs Application.

It was moved by Ms. Baker, seconded by Mr. Butcher and carried unanimously to approve the contract for the Parish School Resource Officer, Mr. Lee Ford.

It was moved by Mr. Butcher, seconded by Ms. Campbell and carried unanimously to appoint The Concordia Sentinel as the official journal of the Concordia Parish School Board.

Ms. Sarah Duncan addressed the Board concerning a second Pre-K class at the Monterey School.  Ms. Duncan appealed to the Board to fund a second Pre-K classroom at Monterey.  It was explained that the second Pre-K class had been funded by stimulus money for the past two years and these funds were no longer available.  Due to Pre-K being a federally funded program, should the General Fund pick up the cost of the class, federal funds could no longer be used to fund Pre-K in the parish due to the supplanting issue.  Ms. Duncan was advised that the system was working on a way to serve all the students eligible for Pre-K.  Ms. Duncan presented the Board with a petition concerning the issue.

It was moved by Mr. Butcher, seconded by Mr. Minor and carried unanimously not to invest in the Mardi Gras Bingo proposal.

It was moved by Ms. Campbell, seconded by Mr. Price and carried unanimously to approve all personnel items in global.
