PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JULY 14, 2011

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, July 14, 2011, at 6:00 P.M.  immediately following the public hearing.  The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Mr. Gary Parnham, Sr., Ms. Mary Campbell, Mr. Fred T. Butcher, Ms. Darlene Baker, Ms. Cheryl Probst, Mr. Charles Minor, Ms. Martha Rabb, Mr. Raymond Riley and Mr. Daryl Price.

 

Mr. Riley presented the Building and Grounds Report.  Mr. Butcher presented the Finance Committee Report and Ms. Campbell presented the Personnel Committee report.

 

It was moved by Mr. Riley, seconded by Ms. Rabb and carried unanimously to approve the minutes of June 9, 2011.

 

It was moved by Mr. Riley, seconded by Ms. Probst and carried unanimously to approve the financial report and invoices in the amount of $7,326,806.

 

It was moved by Mr. Riley, seconded by Ms. Rabb to increase Board Members’ compensation to $650 per month, with the Board President receiving an additional $50, to become effective immediately.  The motion passed on a 2/3 roll call vote as follows:

Mr. O’Neal reviewed the Fiscal Agent Agreement with Board Members.   A joint bid was received from Concordia Bank and Trust Company and Delta Bank.  The bid held Concordia Bank being the lead Bank (75%) and Delta Bank being the secondary Bank (25%).  It was moved by Mr. Butcher, seconded by Ms. Campbell and carried unanimously to allow Mr. O’Neal to review the bid for accuracy and authorize the Superintendent to award the bid.

 

It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously to approve the new meal prices as follows:

It was moved by Mr. Riley, seconded by Ms. Baker and carried unanimously to approve the first reading of the following policies.

 

BCBH - Minutes of Board Meetings                 DFD - Tax and Bond Elections and Sales

EBC - Buildings and Grounds Security              JB - Attendance

JBD - Student Absences and Excuses               KGA - Public Conduct on School Property

 

It was moved by Mr. Butcher, seconded by Ms. Rabb and carried unanimously to approve the superintendent’s recommendation of Arlana Davis as assistant principal of Ferriday Lower Elementary to be effective July 26, 2011.

 

Superintendent Blankenstein made the following recommendation to the Board:

 

After the 2011-2012 school year, administrators will no longer be allowed to serve as coaches except in an emergency situation as determined by the superintendent. 

 

It was moved by Mr. Butcher, seconded by Ms. Rabb and carried 6 to 3 not to support the superintendent’s recommendation.  The roll call vote was as follows:
