PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON THURSDAY, MARCH 29, 2012
The School Board of the Parish of Concordia, State of Louisiana, met in Special Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, March 29, 2012, at 6:00 P.M.. The meeting was called to order by Mr. Gary Parnham who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Gary Parnham, Sr., Ms. Mary Campbell, Mr. Fred T. Butcher, Mr. Raymond Riley, Mr. Warren Enterkin and Mr. Charles Minor. Member absent was Ms. Darlene Baker.
The purpose of the special meeting was to declare a vacant seat in District 4-B, appoint an interim member and to call for a special election for the unexpired term.
It was moved by Mr. Riley, seconded by Mr. Butcher and carried unanimously that due to the resignation of Mr. Daryle Price, District 4-B, the Board declare that a vacancy exists in the position.
Superintendent Blankenstein informed Board Members that Letters of Interest from candidates seeking the position had been placed at member’s seats. She also informed members that both candidates were present. The candidates were asked to stand and make a brief statement.
It was moved by Mr. Butcher, seconded by Mr. Minor and carried on a roll call vote to appoint Ms. Angela W. Hayes to fill the unexpired term in District 4-B until such time as an election could be held. The roll call vote was as follows:

It was moved by Mr. Riley, seconded by Mr. Minor and carried unanimously to approve the following Proclamation:
PROCLAMATION
BE IT RESOLVED by the Concordia Parish School Board in regular session, duly convened, that :
I. Acting under and in accordance with the Louisiana Constitution and laws of the State of Louisiana, including La.R.S. 18:602 and La.R.S. 18:402, the Concordia Parish School Board does hereby resolve and proclaim that:
A. Due to the resignation of Mr. Daryle Price, District 4-B, the Concordia Parish School Board does hereby declare that a vacancy exists in the position of member of the Concordia Parish School Board for Election District 4-B.
B. As Mr. Price was reelected to such office for a new term and as such term exceeds one (1) year, and, acting pursuant to La. R.S. 18:602 and La.R.S. 18:402, the Concordia Parish School Board does hereby order a special election to fill the vacancy of School Board member for Election District 4-B, Concordia Parish, with the special primary election to be held on November 6, 2012 and the special general election to be held, if necessary, on December 1, 2012. Qualifying will be August 15 - 17, 2012, ending at 5:00 P.M. on August 17, 2012. Such elections shall be conducted in accordance with the laws of the State of Louisiana.
II. BE IT FURTHER RESOLVED that, copies of this resolution and proclamation shall be forwarded by certified or registered mail to the Clerk of the 7th Judicial District Court for Concordia Parish, the Secretary of State of the State of Louisiana and the Governor of the State of Louisiana.
III. BE IT FURTHER RESOLVED that the Clerk of Court, Secretary of State, Governor and all other officials having responsibilities with respect to said special election and this resolution and proclamation be requested to perform the duties incumbent upon them.

On roll call, the following votes were tabulated: Yeas: 7 Nays: 0 Absent: 1
and the resolution was declared adopted on the 29th day of March, 2012.
It was moved by Mr. Riley, seconded by Mr. Butcher and carried unanimously to adjourn at 6:07 P.M.
