PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON THURSDAY, JUNE 14, 2012
The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, May 14, 2012, at 6:00 P.M. The Public Hearing was called to order by Mr. Gary Parnham who turned the floor over to Mr. Tom O’Neal, Director of Business Affairs. Mr. O’Neal explained the purpose of the hearing which was to discuss the Ad Valorem Tax Millages for 2012, and to allow public input. Mr. O’Neal explained the amounts of the millages as follows:
Constitutional 2.84
Additional Construction and Operations 12.41
Maintenance and Operation of System 23.05
The Board solicited questions from the public. There were no questions. It was moved by Mr. Butcher, seconded by Mr. Minor and carried unanimously to adjourn at 6:10 P.M.

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, June 14, 2012, at 6:10 P.M. The meeting was called to order by Mr. Gary Parnham who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Gary Parnham, Sr., Ms. Mary Campbell, Ms. Darlene Baker, Mr. Charles Minor, Ms. Angela Hayes, Mr. Fred T. Butcher, Ms. Cheryl Probst, Mr. Raymond Riley and Mr. Warren Enterkin.
Committee reports were provided by each committee chairperson.
It was moved by Ms. Baker, seconded by Ms. Hayes and carried unanimously to approve the minutes of May 14, and May 24, 2012.
It was moved by Mr. Butcher, seconded by Mr. Minor and carried unanimously to approve invoices in the amount of $4,024,030.
It was moved by Mr. Butcher, seconded by Ms. Baker and carried unanimously to approve both resolutions for the adoption of the tax millages for 2012 as follows:
BE IT RESOLVED, that the following millage(s) is hereby levied on the 2012 tax roll, on all property subject to taxation by the Concordia Parish School Board.
1) Constitutional 02.84 Mills
2) Additional support for maintaining
and operating of parish schools 23.05 Mills
BE IT FURTHER RESOLVED, that the proper administrative officials of the Parish of Concordia, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2012, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

It was moved by Ms. Baker, seconded by Mr. Enterkin and carried unanimously to approve the 2012-2013 Title I Consolidated Application.
It was moved by Mr. Minor, seconded by Ms. Hayes and carried unanimously to set the date to interview candidates for the position of Superintendent for Monday, June 18, 2012, at 6:00 P.M.
It was moved by Mr. Butcher, seconded by Mr. Minor and carried unanimously to set the date to name the new Superintendent for Thursday, June 21, 2012, at 6:00 P.M.
It was moved by Ms. Campbell, seconded by Ms. Probst and carried unanimously to approve the school resource officer positions.
It was moved by Mr. Butcher, seconded by Ms. Baker and carried unanimously on a roll call vote to approve the resolution providing for the adoption of school board voting districts in accordance with the 2010 census, defining the boundaries of each district and designating the districts.

It was moved by Ms. Baker, seconded by Ms. Probst and carried unanimously to approve the first reading of Policy JBCD - Student Transfer and Withdrawal.
Item I - Recommendation for Principal for Ferriday High School was removed from the agenda.
Superintendent Blankenstein recommended Mr. Glen Henderson to fill the position of Supervisor of Maintenance and Transportation to be effective July 2, 2012. It was moved by Mr. Butcher, seconded by Mr. Minor and carried unanimously to accept the superintendent’s recommendation.
It was moved by Mr. Riley, seconded by Mr. Butcher and carried unanimously on a roll call vote to approve the resolution to authorize the institution of litigation in federal and/or state court, either individually or as a member of a group of other public school systems with similar purpose, challenging the constitutionality and/or legality of Act 2 of the 2012 Regular Session of the Louisiana Legislature.
