PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON THURSDAY, SEPTEMBER 13, 2012 

 

The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 13, 2012, at six (6:00) o’clock P.M.  The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Mr. O’Neal, Business Director, reviewed the 2012-2013 Consolidated Budget.  He informed the Board that the budget was in balance and met the 70% obligation in the general fund.  The floor was opened for questions.  Mr. Butcher had concerns about the School Food Service and Maintenance Department budgets. Concerns were expressed due to the age of some of the equipment in the cafeterias and funds needed for repairs.  Mr. O’Neal replied budget adjustments for these funds are generally possible.  Mrs. Campbell asked if the SRO officers had been hired in Ferriday and if this should have been brought before the board for approval?  Dr. Nelson replied that the SRO officers have not been hired because they have yet to meet the qualifications. Once they have met the qualifications, I will bring these positions back to the board for approval. The money for the SRO officers has been budgeted so that we will not have to do a budget revision in the future. The public hearing was closed at 6:22 P.M.

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 13, 2012, immediately following the public hearing.  The meeting was called to order by Mr. Gary Parnham.

 

Members present were Ms. Darlene Baker, Mr. Fred T. Butcher, Ms. Mary Campbell, Mr. Warren Enterkin, Ms. Angela Hayes, Mr. Charles Minor, Mr. Gary Parnham, Sr., Ms. Cheryl Probst, Mr. Raymond Riley.

 

Mr. Joe Bairnsfather recognized 4-H students who placed in state level competition.

 

Committee reports were presented. 

 

It was moved by Mr. Butcher, seconded by Ms. Campbell and carried unanimously to approve the minutes of August 9, 2012.

 

It was moved by Ms. Baker, seconded by Ms. Hayes and carried to approve the financial report and invoices in the amount of $1,586,180 for the month of August.

 

It was moved by Ms. Campbell, seconded by Ms. Baker and carried unanimously to approve the Consolidated Budget for fiscal year 2012-2013. 

 

Mr. Riley asked about the ongoing issues regarding the foundation of the Ferriday Junior High School gymnasium.

 

Mr. Butcher commended Dr. Nelson for the getting the budget out to the board members in advance.

 

It was moved by Ms. Baker, seconded by Mr. Enterkin and carried unanimously to approve the second reading of the following policies:

   GBNA - R - Reduction in Force Implementation Guidelines
