PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, MARCH 14, 2013
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, March 14, 2013, at 6:00 P.M. The meeting was called to order by Mr. Gary Parnham who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Gary Parnham, Sr., Ms. Mary Campbell, Mr. Fred T. Butcher, Mr. Raymond Riley, Ms. Darlene Baker, Mr. Charles Minor, Mr. Warren Enterkin and Mr. Jeffery Goodman.
Member absent was Ms. Cheryl Probst.
The Board recognized the Citizenship Award Winners.

Committee Reports were presented for each of the respective committees.
It was moved by Mr. Riley, seconded by Mr. Warren Enterkin and carried unanimously to approve the minutes of February 21, 2013.
It was moved by Ms. Baker, seconded by Mr. Minor and carried unanimously to approve invoices in the amount of $3,580,732 for the month of February.
It was moved by Mr. Riley, seconded by Mr. Butcher and carried unanimously to table the request for an Attorney General’s opinion regarding ACT 1 and the superintendent’s power to transfer employees until the court cases involving ACT 1 are settled.
It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously to approve the amendment to current Education Excellence Fund (EEF) Investment Agreement by and between the Concordia Parish School Board and Louisiana State Treasury.
It was moved by Mr. Riley, seconded by Mr. Minor and carried unanimously to table the following policies for approval - second reading until the superintendent has a chance to find out which policies are covered by ACT 1, and the remaining be tabled for next month.

It was moved by Mr. Minor, seconded by Mr. Goodman and carried unanimously to approve joining the District Cooperative of Louisiana.
