PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON THURSDAY, JULY 11, 2013
The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, July 11, 2013, at 6:00 P.M. The Public Hearing was called to order by Mr. Gary Parnham who turned the floor over to Mr. Tom O’Neal, Director of Business Affairs. Mr. O’Neal explained the purpose of the hearing which was to discuss the Ad Valorem Tax Millages for 2013, and to allow public input. Mr. O’Neal explained the amounts of the millages as follows:
Constitutional 2.84
Additional Construction and Operations 12.41
Maintenance and Operation of System 25.00
The Board solicited questions from the public. There were no questions. It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously to adjourn at 6:05 P.M.

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, July 11, 2013, at 6:05 P.M. The meeting was called to order by Mr. Gary Parnham who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Gary Parnham, Sr., Ms. Mary Campbell, Ms. Darlene Baker, Mr. Charles Minor, Mr. Fred T. Butcher, Ms. Cheryl Probst, Mr. Raymond Riley and Mr. Warren Enterkin.
Mr. Jeffery Goodman arrived at 6:10 p.m.
Committee reports were provided by each committee chairperson.
It was moved by Mr. Butcher, seconded by Mr. Minor and carried unanimously to approve the minutes of June 13, 2013.
It was moved by Ms. Baker, seconded by Mr. Butcher and carried unanimously to approve invoices in the amount of $7,864,937.
It was moved by Mr. Butcher, seconded by Ms. Baker and carried unanimously to approve both resolutions for the adoption of the tax millages for 2013 as follows:
BE IT RESOLVED, that the following millage(s) is hereby levied on the 2013 tax roll, on all property subject to taxation by the Concordia Parish School Board.
1) Constitutional 02.84 Mills
2) Additional support for maintaining
and operating of parish schools 25.00 Mills
BE IT FURTHER RESOLVED, that the proper administrative officials of the Parish of Concordia, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2013, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

It was moved by Mr. Butcher, seconded by Ms. Campbell and carried unanimously to approve August board meeting date from August 8, 2013 to August 15, 2013.
It was moved by Mr. Enterkin, seconded by Ms. Probst and carried unanimously on a roll call vote to consider modifying Policy GBRIA: General Leaves of Absence and waiving the First Reading of said policy change.

Dr. Paul Nelson made the following announcements:
Reminded the board that he would be on vacation next week but all directors will be at work.
Our district rated third statewide (28%) in the percentage of growth in the percentage of students scoring “Good or better” on End of Course test.
Thanked his supervisory staff for all the hard work they have been doing and thanked the principals
for doing a good job adjusting to the new rules and regulations.
School will start on August 9, 2013.
