PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON THURSDAY, SEPTEMBER 12, 2013
The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 12, 2013, at six (6:00) o’clock P.M. The meeting was called to order by Mr. Gary Parnham, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Mr. O’Neal, Business Director, gave the Board and General Public a brief overview of the Consolidated Budget for the Fiscal Year (2013-2014) ending June 30, 2014. He indicated that several of the funds had projected deficit spending and that it would be necessary to utilize their current fund balances to balance the budgets. The Consolidated Budget reflected revenues in the amount of $47,395,430, expenditures in the amount of $51,913,531 with an overall deficiency in the amount of $4,518,101. The budget once again provided for personnel supplements and both capital and technology projects. The largest part of the projected deficiency, with an estimated cost of almost $3,000,000, was the construction of a new gymnasium at Ferriday Junior High School. The Board solicited questions from the public. There were no questions. It was moved by Mr. Riley, seconded by Mr. Minor and carried unanimously to adjourn at 6:20 p.m.

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 12, 2013, immediately following the public hearing. The meeting was called to order by Mr. Gary Parnham.
Members present were Ms. Darlene Baker, Mr. Fred T. Butcher, Mr. Warren Enterkin, Mr. Jeffery Goodman, Mr. Charles Minor, Mr. Gary Parnham, Sr., Ms. Cheryl Probst, Mr. Raymond Riley.
Member absent was Ms. Mary Campbell.
Mr. Joe Bairnsfather recognized 4-H students who placed in state level competition.
Committee reports were presented.
Mr. Raymond Riley did the report for the building and ground committee and made the suggestion that due to the water issue in Ferriday at least three spring water fountains should be purchased for each school.
It was moved by Mr. Riley, seconded by Mr. Minor and carried unanimously to approve the minutes of August 15, 2013 and August 29, 2013.
It was moved by Ms. Baker, seconded by Ms. Probst and carried unanimously to approve the financial report and invoices in the amount of $2,406,957 for the month of August.
It was moved by Mr. Butcher, seconded by Mr. Riley and carried unanimously to approve the Consolidated Budget for fiscal year 2013-2014.

It was moved by Ms. Baker, seconded by Mr. Minor and carried to grant the bid to the lowest bidder. Mr. Butcher opposed.
It was moved by Mr. Butcher, and seconded by Mr. Riley and carried unanimously to enter into executive session at 6:35 p.m. to discuss the superintendent’s recommendation for termination of a non-certificated employee pursuant to La.R.S.42:17(A)(1).
It was moved by Mr. Riley, and seconded by Mr. Minor and carried unanimously to return to Regular Session at 7:12 p.m.
It was moved by Mr. Riley, and seconded by Mr. Butcher not to accept the superintendent’s recommendation to terminate the non-certificated employee.

Dr. Paul Nelson made the following announcements:
Dr. Brenda Moore will host a two hour bullying in-service on Wednesday, September 18, 2013, at the central office from 3:30 - 5:30 p.m. for the school board members who would like to attend or need additional training hours.
On Monday, September 16, 2013, we will host an informational meeting for parents on student financial aid.
College Day for seniors has been set for Tuesday September 17, 2013, at the Riverfront. Parish seniors will be transported to the Convention Center to allow them the opportunity to meet with college recruiters.
