PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, MARCH 13, 2014
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, March 13, 2014, at 6:00 P.M. The meeting was called to order by Mr. Raymond Riley who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Gary Parnham, Sr., Mr. Raymond Riley, Sr., Ms. Darlene Baker,
Mr. Charles Minor, Mr. Warren Enterkin and Mr. Jeffery Goodman.
Members absent were Ms. Cheryl Probst, Ms. Mary Campbell and Mr. Fred T. Butcher.
The Board recognized the Citizenship Award Winners.

The Board recognized Marshall Garrett Henson, a Vidalia High School Senior, for being named to the Louisiana High School Athletic Association Academic Composite Boys’ Basketball team.

Committee Reports were presented for each of the respective committees.
It was moved by Mr. Minor, seconded by Mr. Warren Enterkin and carried unanimously to approve the minutes of February 13, 2014.
It was moved by Ms. Baker, seconded by Mr. Parnham and carried unanimously to approve invoices in the amount of $3,471,645 for the month of February.
It was moved by Mr. Baker, seconded by Mr. Minor and carried unanimously to approve the Second Reading of Policy IDDFA - “Services Animals in School”.
It was moved by Mr. Enterkin, seconded by Mr. Parnham and carried unanimously to approve the 2014-2015 School Calendar.
It was moved by Mr. Parnham, seconded by Ms. Baker and carried unanimously to approve Salary Supplements (13th Checks) for 2014 - 2015 to be distributed on the following dates:
December 12, 2014
January 9, 2015
May 8, 2015
It was moved by Mr. Enterkin, seconded by Mr. Parnham and carried unanimously to enter into Executive Session at 6:36 P.M. to discuss potential litigation: Irma J. Smith, et al, and United States of America v. Concordia Parish School Board, et al. Civil Action No: 65-cv-1157; United States District Court; Western District of Louisiana.
It was moved by Mr. Enterkin, seconded by Mr. Parnham and carried unanimously to return to Regular Session at 7:09 P.M.
It was moved by Ms. Baker, seconded by Mr. Goodman and carried unanimously to add an item to the agenda to discuss legal action pursuant to the Executive Session.
It was moved by Ms. Baker, seconded by Mr. Goodman to give Mr. Bob Hammonds the authority to file needed legal papers with the federal court in reference to Delta Charter’s failure to comply with the desegregation order on behalf of the Concordia Parish School Board.

Leaves:
Ivy Quinn, head custodian, Ferriday Lower Elementary School, return from extended sick leave, effective February 17, 2014.
Kirfred Watkins, teacher, Ferriday High School, return from extended medical leave, effective February 28, 2014.
Retirements:
Annie Green, paraprofessional, Vidalia Lower Elementary School, effective May 26, 2014.
Resignation Rescinded:
Katie Donald, paraprofessional, Vidalia Upper Elementary School, resigned effective February 10, 2014. Resignation rescinded effective February 17, 2014.
Appointments
Helen Crumb, 8 hour / 10 month janitor, Vidalia Junior High School, to 8 hour / 11 month janitor, Vidalia Junior High School, effective March 3, 2014.
Dr. Nelson made the following announcements:

Conexiones will hold a 5K Walk/Run fundraiser in Ferriday on April 5th. The event will help pay for their Spanish language-learning trip to Costa Rica in May.
Ms. Michelle Bethea, Supervisor of School Food Service, announced the audit review with the State Department went well.
