PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON THURSDAY, SEPTEMBER 11, 2014
The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 11, 2014, at six (6:00) o’clock P.M. The meeting was called to order by Mrs. Cheryl Probst, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Mr. O’Neal, Business Director, gave members of the Board and the General Public a brief overview of the Consolidated Budget for Fiscal Year (2014-2015). He indicated that those funds reflecting a projected deficit will utilize their respective fund balances to cover those losses. The overall Consolidated Budget reflected revenues in the amount of $46,280,483, expenditures in the amount of $51,287,746 with an overall deficiency in the amount of $5,007,263. The budget once again provides for extended personnel supplements, the continuation of the current capital project and the system’s technology enhancement program. He noted that the general fund and all special revenue funds, except the Sales Tax 20% Fund, are reflecting a deficiency. Mr. O’Neal indicated that although a deficiency noted in the Project Fund and the Debt Service Funds, that it should be considered a positive thing as they are being brought about as a result of forward funding during a previous accounting period. In the absence of solicited comments and input from the general public, it was moved by Mr. Parnham, seconded by Mr. Minor and carried unanimously to adjourn at 6:25 p.m.

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 11, 2014, immediately following the public hearing. The meeting was called to order by Mrs. Cheryl Probst.
Members present were Ms. Darlene Baker, Mr. Fred T. Butcher, Mr. Warren Enterkin, Mr. Jeffery Goodman, Mr. Charles Minor, Mr. Gary Parnham, Sr., Ms. Cheryl Probst, and Ms. Mary Campbell.
Member absent was Mr. Raymond Riley.
Mr. Joe Bairnsfather recognized 4-H students who placed in state level competition.
Committee reports were presented.
It was moved by Mr. Parnham, seconded by Ms. Baker and carried unanimously to approve the minutes of August 14, 2014.
It was moved by Ms. Baker, seconded by Mr. Butcher and carried unanimously to approve the financial report and invoices in the amount of $1,560,513 for the month of August.
It was moved by Mr. Parnham, seconded by Ms. Campbell and carried unanimously to approve the Consolidated Budget for fiscal year 2014-2015.
It was moved by Ms. Baker, seconded by Mr. Butcher and carried unanimously to approve the Louisiana Compliance Statement.
It was moved by Ms. Baker, seconded by Mr. Goodman and carried unanimously to approve the following policies – First Reading.

It was moved by Mr. Butcher, seconded by Ms. Campbell and carried unanimously to approve the change in Ferriday High School’s Homecoming date to October 31, 2014.

On Thursday, September 11, 2014, the news crew from Channel 10 and 14 interviewed the superintendent and the Vidalia Police Chief Arthur Lewis at Vidalia High School, regarding a rumor of a bomb threat.
On Tuesday, September 16, 2014, we will host an informational meeting for parents on student financial aid.
College Day for seniors has been set for Wednesday, September 17, 2014, at the Riverfront. Parish seniors will be transported to the Convention Center to allow them the opportunity to meet with college recruiters.
Ferriday High School and Vidalia High School will play at home on Friday night.

Mr. Bobby Key, the band director for Ferriday High School, has really shown improvement with the band. He asked Dr. Nelson to please send a letter to Mr. Key to let him know this.
