PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON TUESDAY, SEPTEMBER 15, 2015

 

The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, September 15, 2015, at six (6:00) o’clock P.M.  The meeting was called to order by Mr. Raymond Riley who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Mr. O’Neal, Business Director, gave members of the Board and the General Public a brief overview of the Consolidated Budget for Fiscal Year (2015-2016).  He indicated that those funds reflecting a projected deficit will utilize their respective fund balances to cover those losses.  The overall Consolidated Budget reflected revenues in the amount of $48,194,122, expenditures in the amount of $49,651,850 with an overall deficiency in the amount of $1,457,728.  The budget once again provides for extended personnel supplements, several minor capital projects and a renewed technology enhancement program.  He noted that the general fund and the special revenue funds, of Sales Tax 80% Sales Tax 60%, are reflecting a deficiency.  Mr. O’Neal indicated that although a deficiency is noted in the Debt Service Funds, that it should be considered a positive thing as they are being brought about as a result of forward funding during a previous accounting period.  In the absence of solicited comments and input from the general public, it was moved by Mr. Bradford, seconded by Mr. Raven and carried unanimously to adjourn at 6:21 p.m.

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Tuesday, September 15, 2015, immediately following the public hearing.  The meeting was called to order by Mr. Raymond Riley.

 

Members present were Mr. Warren Enterkin, Ms. Mary Campbell, Mr. Fred T. Butcher, Mr. Ronnie Bradford, Mr. Raymond Riley, Ms. Cheryl Probst, Mr. Jeffery Goodman, Mr. John Bostic and Mr. Rickey Raven.

 

Committee reports were presented. 

 

It was moved by Ms. Probst, seconded by Mr. Enterkin and carried to approve the minutes of August 13, 2015.

 

Let the record show that Ms. Mary Campbell and Mr. Rickey Raven did not approve the personnel portion of the minutes.

 

It was moved by Mr. Butcher, seconded by Mr. Bradford and carried unanimously to approve the financial report and invoices in the amount of $1,587,643 for the month of August.

 

It was moved by Mr. Butcher, seconded by Mr. Bostic and carried unanimously to approve the Consolidated Budget for fiscal year 2015-2016 along with the $500 supplement to be included that will be issued in November out of the 80% fund.

It was moved by Mr. Bradford, seconded by Mr. Butcher and carried unanimously to approve the revision to Parish Personnel Evaluation Program.
