PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JANUARY 14, 2016

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, January 14, 2016.  The meeting was called to order by Mr. Raymond Riley who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Mr. Raymond Riley, Ms. Mary Campbell, Mr. John Bostic, Mr. Ronnie Bradford, Mr. Jeffery Goodman, Mr. Warren Enterkin, Ms. Cheryl Probst and Mr. Fred T. Butcher.

 

Member absent was Mr. Rickey Raven.

 

It was moved by Mr. Enterkin, and seconded by Mr. Bradford and carried unanimously that the officers of the Board remain the same.  Mr. Raymond Riley, Sr., serves as President of the board and Mrs. Cheryl Probst serves as vice president.  Roll call vote is as follows:

Mr. Raymond Riley announced that the Board Committees would remain as is unless a member wanted to request a change.

Committee Reports were presented.

 

It was moved by Ms. Probst, seconded by Mr. Bostic and carried unanimously to approve the minutes of December 10, 2015.

 

It was moved by Mr. Bradford, seconded by Mr. Bostic and carried unanimously to amend the action taken by the Board at its special meeting on December 17, 2015, relative to the appointment of Loretta Blankenstein as Interim Superintendent, effective January 1, 2016, to make it clear that she serves until such time as another Interim Superintendent or a permanent Superintendent is appointed by the board and for no specific term.

 

It was moved by Mr. Butcher, seconded by Ms. Probst and carried unanimously to approve invoices in the amount of $4,656,045 for the month of December.

 

Mr. O’Neal reviewed the audit report with Board Members.  Members were provided with copies of the audit report for review.

 

It was moved by Mr. Butcher, seconded by Ms. Probst and carried unanimously to approve the First Reading of the following policies:

 

   BH – School Board Ethics                                      IFA – Instructional Materials

   EBBG – Hazardous Substances                              IFAA – Textbook Selection and Adoption

   GBDA – Employment of Retired Personnel               IH – Academic Achievement

   IDCH – Home Study Program

 

Let the record show that Mr. Fred T. Butcher asked the Interim Superintendent to read the third paragraph of policy BH – School Board Ethics, Section: Abuse of Office on page 3 of 6.  Interim Superintendent Loretta Blankenstein read as follows: “No School Board member shall act in an individual capacity to use the authority of his/her office or position as a member of the School Board in a manner intended to interfere with, compel or coerce any personnel decision, including the hiring, promotion, discipline, demotion, transfer, discharge, or assignment of work to any school employee.”

 

It was moved by Mr. Enterkin, seconded by Mr. Bradford and carried unanimously to approve disposal of portable building at Ferriday High School by allowing Mr. O’Neal to take under advisement and authority to award the bid.

 

It was moved by Mr. Bradford, seconded by Mr. Bostic and carried unanimously for the Board Member’s Compensation to remain as is.
