PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON THURSDAY, SEPTEMBER 15, 2016

The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 15, 2016, at six (6:00) o’clock P.M.  The meeting was called to order by Mr. Raymond Riley who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

Mr. O’Neal, Business Director, gave members of the Board and the General Public a brief overview of the Consolidated Budget for Fiscal Year 2016-2017.  He indicated that the Consolidated Budget reflected revenues in the amount of $47,183,787, expenditures in the amount of $47,069,015, and a projected excess in the amount of $114,772.  He indicated while three of the Special Revenue Funds are reflecting a projected deficiency, all contain adequate fund balances to cover such losses should they become a reality.  The budget contains provisions to fund the certified personnel salary adjustments as directed by Act 1, all of the extended personnel supplements, several minor capital projects and a renewed technology enhancement program.

In the absence of solicited comments and questions from the general public, it was moved by Ms. Probst, seconded by Mr. Bostic and carried unanimously to adjourn the public hearing at 6:16 P.M.

PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, SEPTEMBER 15, 2016

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 15, 2016, immediately following the public hearing.  The meeting was called to order by Mr. Raymond Riley.

Members present were Mr. Warren Enterkin, Ms. Mary Campbell, Mr. Fred T. Butcher, Mr. Ronnie Bradford, Mr. Raymond Riley, Ms. Cheryl Probst, Mr. John Bostic and Mr. Ricky Raven.

Member absent was Mr. Jeffery Goodman.

Committee reports were presented. 

It was moved by Mr. Bradford, seconded by Mr. Enterkin and carried to approve the minutes of August 11, 2016.

It was moved by Ms. Probst, seconded by Mr. Bradford and carried unanimously to approve the financial report and invoices in the amount of $1,818,371 for the month of August.

It was moved by Mr. Butcher, seconded by Ms. Campbell and carried unanimously to approve the Consolidated Budget for fiscal year 2016 - 2017.

It was moved by Mr. Butcher, seconded by Ms. Probst and carried unanimously to approve and extend the November $500 employee supplement for the next three years.  This supplement is to be paid in the same manner as other established supplements and are to be funded via Sales Tax collections.

It was moved by Mr. Butcher, seconded by Ms. Campbell and carried unanimously to approve the Louisiana Compliance Statement.

It was moved by Mr. Bostic, seconded by Ms. Probst and carried unanimously to approve the following Resolution:

The School Board hereby approves, and directs the Board President to sign, documentation effectuating the transfer of a 128.05 acre tract of school indemnity land to Maxwell Family, LLC in exchange for the School Board’s receipt of a 101.79 acre tract of land currently owned by Maxwell Family, LLC, pending review and approval of the documentation by legal counsel.

The Resolution in its entirety is attached to and should be considered a part of these proceedings.  This transaction is in accordance with, and under the provisions of

LRS 41:901 and specific guidelines as established by the Louisiana Division of Administration, State Land Office.  This exchange will provide the School Board with 100% ownership of a tract of land that will allow for future agricultural marketability and increased considerations.
