PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, FEBRUARY 16, 2017         

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, February 16, 2017, at 6:00 P.M.  The meeting was called to order by Mr. Raymond Riley who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

Members present were Mr. Warren Enterkin, Ms. Mary Campbell, Mr. Raymond Riley, Mr. John Bostic, Mr. Jeffery Goodman, and Mr. Rickey Raven.

Mr. Fred T. Butcher arrived at 6:10 p.m.

Members absent were Mr. Ronnie Bradford and Ms. Cheryl Probst.

Mrs. Loretta Blankenstein recognized the students receiving the Sidney Murray Citizenship Awards in Grades 3-5.

No committee reports.   Committees did not meet due to extenuating circumstances.

It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to approve the minutes of January 12, 2017.

It was moved by Mr. Goodman, seconded by Mr. Bostic and carried unanimously to approve invoices in the amount of $5,174,288 for the month of January.

It was moved by Mrs. Butcher, seconded by Ms. Campbell and carried unanimously to approve the First Reading of the following policies:

             DJA – Authorized Signatures                                          JCDAB – Dangerous Weapons

             JBC – School Admission                                                JGCD – Administration of Medication

             JBCC – Student Assignment                                        JQE – Pregnant Students            

It was moved by Mr. Butcher, seconded by Mr. Bostic and carried unanimously to approve the Resolution to the Concordia Parish Economic Development group the allowance exemption for payment of ad valorem taxes involving a new business that plans to locate in Concordia Parish.

Mrs. Loretta Blankenstein removed the approval of grant job descriptions – (SIG & TIF) item from the agenda.

It was moved by Ms. Campbell, seconded by Mr. Butcher and carried unanimously to enter into Executive Session at 6:35 p.m. to pursuant La.R.S.42:61 to discuss the advertisement for Superintendent.

It was moved by Mr. Raven, seconded by Mr. Bostic and carried unanimously to return to Regular Session at 6:56 p.m.

It was moved by Mr. Butcher, seconded by Ms. Campbell and carried unanimously to start searching for a new superintendent beginning on March 1, 2017.

The following criteria must be met prior to the submission of the application:

1.)    Applicants must hold current valid Louisiana certification for Superintendent,

Educational Leader Certificate, Level 3 (School Superintendent or letter of eligibility for Educational Leader Level 3) or

             State of Louisiana Out-of-State Superintendent Certificate

2.)   Must have five years of administrative experience as principal or above

3.)   Must provide the last five years of job performance evaluations

4.)   Any other qualifications as specified in the Concordia Parish School Board Policy Manual

Mrs. Loretta Blankenstein did not have any announcements.

Mr. Raymond Riley asked everyone to keep Mrs. Cheryl Probst in their prayers, due to the loss of her mother.
