PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON THURSDAY, MARCH 23, 2017.

The School Board of the Parish of Concordia, State of Louisiana, met in Special Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, March 23, at 6:00 P.M.  The meeting was called to order by Mr. Raymond Riley, who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

Members present were Mr. Warren Enterkin, Ms. Mary Campbell, Mr. Fred T. Butcher, Ms. Cheryl Probst, Mr. Jeffery Goodman, Mr. John Bostic, Mr. Rickey Raven and Mr. Raymond Riley, Sr.

Member absent was Mr. Ronnie Bradford.

Mr. Jon Guice, the school board attorney, went over the process with the school board members on the selection of a superintendent since the board has completed advertising for applicants.

Six candidates applied for the position to replace interim superintendent Mrs. Loretta Blankenstein.

The steps for the hiring of a new superintendent are as follows:

1.)   Review the applications to determine which candidates meet the requirements to be superintendent to make sure they are certified.

2.)   The board must then set a date and time for an interview.

3.)   The finalist may be selected for a second interview.  Once the second interviews are completed, the board may vote on a new superintendent.  The final vote must be a majority of the entire board.

4.)   Once the new superintendent is selected, the board president and vice president will meet with the chosen candidate to discuss terms.

It was moved by Mrs. Probst and seconded by Mr. Goodman and carried for the search for the new superintendent to follow the criteria that must be met prior to the submission of the application stated in the minutes of the February 16, 2017, board meeting.

Mr. Jon Guice, the school board attorney, recommended the board to ask officials outside the Concordia Parish School District to review the applications, to make the process more equitable and fair; such as, Mrs. LaTanga Blackson, Personnel Supervisor from Franklin Parish School Board and Dr. Gwile Freeman, Superintendent from Catahoula Parish School Board.

It was moved by Mr. Butcher, seconded by Mr. Bostic and carried unanimously to have a third party, Mrs. LaTanga Blackson, Personnel Supervisor from Franklin Parish School Board to review the applications and follow the guidelines stated in the advertisement that coincides with the minutes of February 16, 2017, board meeting.

It was moved by Mr. Butcher, seconded by Mr. Enterkin and carried unanimously once the third party completes reviewing the applications they will be given directly to Mrs. Mary Campbell.

The next board meeting will be held on April 13, 2017, and each school board member will have ten possible questions for the interview process, after which interview dates will be scheduled.
