PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON THURSDAY, SEPTEMBER 14, 2017           

 

 

The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 14, 2017, at 6:00 o’clock p.m.  The meeting was called to order by Mr. Raymond Riley who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

 

Mr. O’Neal, Business Director, gave members of the Board and the General Public a brief overview of the Consolidated Budget for Fiscal Year 2017-2018.  He indicated that the Consolidated Budget reflected revenues in the amount of $47,809,438; expenditures in the amount of $50,013,774; and a projected deficiency in the amount of $2,204,336.  He stated that there will be a loss in Ad Valorem Taxes due to the closing of the Fruit of the Loom Plant.  Enrollment appears to be up which may assist recovery through the Minimum Foundation Program.

 

He indicated while three of the Special Revenue Funds are reflecting a projected deficiency, all contain adequate fund balances to cover such losses should they become a reality.  The budget contains provisions to fund the certified personnel salary adjustments as directed by Act 1, all of the extended personnel supplements, several minor capital projects and the continued technology enhancement program.

 

After comments and questions, it was moved by Mr. Raven, seconded by Mr. Bostic and carried unanimously to adjourn the public hearing at 6:25 p.m.

 

                                                                                                

PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, SEPTEMBER 14, 2017

 

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 14, 2017, immediately following the public hearing.  The meeting was called to order by Mr. Raymond Riley.

 

Members present were Mr. Warren Enterkin, Ms. Mary Campbell, Mr. Raymond Riley, Ms. Cheryl Probst, Mr. Jeffery Goodman, Mr. John Bostic, and Mr. Ricky Raven.

 

Members absent were Mr. Fred Butcher and Mr. Ronnie Bradford.

 

Committee reports were presented. 

 

It was moved by Mr. Raven, seconded by Ms. Probst and carried unanimously to approve the minutes of August 10, 2017, with the name correction concerning the CPA Facility.

 

Mr. Bostic’s name was inserted in error, should have been Mr. Brocato.

 

It was moved by Mr. Enterkin, seconded by Mr. Bostic and carried unanimously to approve the financial report and invoices in the amount of $2,337,312 for the month of August.

 

It was moved by Mr. Raven, seconded by Mr. Enterkin and carried unanimously to approve the Consolidated Budget for fiscal year 2017-2018.

 

Mr. Riley thanked the administration for addressing a recent new teacher pay issue.  Normally, teacher contract and pay periods are September-August.  Currently, new teachers report for duty in August, but are not paid until the first month of the contract period (September).  After discussion, it was moved by Ms. Probst, seconded by Mr. Bostic and carried unanimously to allow for new teacher salary payments to be on a 13 month period, if requested by the employee.  This would be optional and available to all new teachers in the future, but is only applicable for their first year of service.
