PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, NOVEMBER 9, 2017

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, November 9, 2017, at 6:00 o’clock p.m.  The meeting was called to order by Mr. Raymond Riley who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Mr. Warren Enterkin, Ms. Mary Campbell, Mr. Fred Butcher, Mr. Jeffery Goodman, Ms. Cheryl Probst, Mr. John Bostic, and Mr. Raymond Riley.

 

Board Members absent were Mr. Ronnie Bradford and Mr. Ricky Raven.

 

Mr. Whest Shirley recognized the students receiving the Sidney A. Murray, Jr., Citizenship Awards in grades 6-8.

Committee reports were presented.  Ms. Mary Campbell, Personnel Committee Chairperson, stated that they went over the leaves, resignations, appointments, retirements, and other pertinent information.  Ms. Cheryl Probst of the Finance Committee, stated that Mr. Marsalis went over the invoices for the month and Mr. O’Neal went over the Hotel Tax Collection.  Mr. Raymond Riley, Buildings and Grounds Committee Chairperson, stated that they discussed the storage building at Concordia Education Center, a few leaks in the parish, and more parking at Monterey High School.

 

It was moved by Mr. Butcher, seconded by Mr. Bostic to approve the minutes of October 12, 2017.  Motion carried.

 

It was moved by Mr. Enterkin, seconded by Mr. Butcher to approve invoices in the amount of $3,770,785 for the month of October.  Motion carried.

 

It was moved by Ms. Probst, seconded by Mr. Butcher to approve the second reading of the following policies.  Motion carried.

 It was moved by Mr. Butcher, seconded by Ms. Campbell to approve the board meeting dates for 2018.  Motion carried.  The 2018 board meeting dates are as follows:

It was moved by Mr. Bostic, seconded by Mr. Butcher to approve the Addendum to the Personnel Evaluation Plan for Schools that are participating in the TAP Model.  Motion carried.

It was moved by Mr. Butcher, seconded by Ms. Campbell to allow Mr. O’Neal and his staff to go over these bids and award to the highest bidder.  Motion carried.

 

After a brief discussion, it was moved by Mr. Enterkin, seconded by Mr. Butcher to approve the Hotel/Motel Tax Collections Agreement (Riverfront Economic Development District).  Motion carried.

 

It was discussed that Ferriday High School does not have the D.A.R.E. program.  Concordia Parish Chief Deputy David Hedrick and Vidalia Police Chief Joey Merrill were in attendance at the Board Meeting.  Mr. Riley asked that Mr. Hedrick and Mr. Merrill get with our Superintendent to come up with a way to have it done.  Mr. Riley asked Superintendent Shirley to get with the Principals at the schools and Ms. Bowman to see if she can readjust her schedule to include Ferriday Upper Elementary this year. 

 

The following personnel announcements were made:

Mary Bell, School Nurse, Special Populations, extended medical leave upon exhaustion of accumulated sick leave, effective November 7, 2017 through February 1, 2018.

Announcements:

 

Mr. Butcher thanked the Board for working with the Sevier High Class of 1967 in naming the street between the stadium and the school after him.  It was a great honor.  Mr. Butcher also stated that Mr. Shirley needs to get together with Coach Dee Faircloth and the Principal of Vidalia High School to do something for Coach Faircloth and his fans.  They have basically resurrected the Vidalia High School football program in one year.

 

Mr. Riley stated that he was glad to be a part of the honor Mr. Butcher received.  He also read part of a letter from Ms. Doretha Cook concerning the naming of the street after Mr. Butcher.

 

Mr. Shirley talked about the school performance scores for each school.  Ferriday High School went from a 69 to an 83.  We no longer have any F schools in the district.  Mr. Riley stated that Ferriday High School needs to be given an incentive for raising their score by 14 points.  Mr. Shirley also talked about wiring at the schools, the Superintendent Advisory Committee, and the Salary Committee.
