PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JANUARY 11, 2018
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, January 11, 2018, at 6:00 o’clock p.m. The meeting was called to order by Mr. Raymond Riley who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Warren Enterkin, Ms. Mary Campbell, Mr. Fred Butcher, Ms. Cheryl Probst, Mr John Bostic, Mr. Ricky Raven, and Mr. Raymond Riley.
Members absent were Mr. Ronnie Bradford and Mr. Jeffery Goodman.
Mr. Whest Shirley recognized the following 2019 Teachers and Principal of the Year:
Ms. Susan Mingee, Elementary Division Teacher of the Year – VLE
Ms. Jodee Trant, Middle School Division Teacher of the Year – MHS
Mr. Drew Mestelske – High School Division Teacher of the Year - FHS
Ms. Toyua Watson, Principal of the Year – FJH
It was moved by Mr. Raven, seconded by Mr. Bostic that the 2018 officers of the Board remain the same. Mr. Raymond Riley, Sr., will serve as President of the Board and Mrs. Cheryl Probst will serve as Vice President. Motion carried.
Mr. Riley suggested that the name of the Personnel Committee be changed to Educational Policy Committee. After a brief discussion, a motion was made by Ms. Campbell, seconded by Mr. Butcher to change the name to Educational/Personnel Policy Committee. There would be no change in the member makeup of each committee. Motion carried.

It was moved by Mr. Butcher, seconded by Mr. Raven and carried unanimously to approve the minutes of December 14, 2017. Motion carried.
It was moved by Mr. Butcher, seconded by Mr. Bostic and carried unanimously to approve invoices in the amount of $5,108,122 for the month of December. Motion carried.
Board Members and the Superintendent were provided with a copy of the FY 2016-17 audit report and a review was given by Mr. O’Neal. Overall, we were given an opinion of “unmodified” indicating that there were no material weaknesses or deficiencies. He also stated that the ending fund balances for Governmental Funds to be $28,843,986. Previous discrepancies involving record keeping of capital assets and payrolls have been resolved.
Committee Reports were presented. Mr. Butcher of the Finance Committee said that the financial status, audit report, and pay issues were discussed.
Ms. Campbell of the Personnel Committee said that annual leave, appointments, resignations, transfers, retirements, and coaches playoff supplements were discussed.
Mr. Riley of the Buildings and Grounds Committee said that work orders, issues with Durham Bus Services invoices, discarded merchandise, busted pipes, and CPA boil water notice were discussed.
It was moved by Mr. Bostic, seconded by Mr. Raven to approve the second reading of the following policies. Motion carried.

It was moved by Mr. Raven, seconded by Mr. Butcher for the Board Member’s Compensation to remain as is. Motion carried.
After discussion of the two coaching playoff supplements that were presented, a motion was made by Mr. Butcher, seconded by Mr. Raven to adopt Option A: 1.5 Index and to make them retroactive to the first day of school year 2017. New supplements covering Soccer and Cross Country Coaches were also added. Motion carried.

Mr. Shirley made the following announcements:
On Tuesday, January 9, there was a bomb threat through social media at Ferriday Lower Elementary and Ferriday High School. Mr. Shirley gave “hats off” to Coach Henderson and the Durham Drivers in that all the buses had evacuated all the children in probably twelve minutes. There is a suspect in custody.
Boil water notice is lifted for CPA.
Monterey High School has ninety students out with the flu, flu-like symptoms; therefore, school has been closed Friday the 12th. All students will be out Monday and Tuesday for MLK holiday and staff development. All janitors and Cafeteria Workers will be working Friday to sterilize MHS.
Monday is a holiday. Tuesday will be Staff Development. Report card pick up is 1:00 to 3:00 for parents on Tuesday afternoon.
