PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON THURSDAY, SEPTEMBER 13, 2018

 

The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 13, 2018, at 6:00 o’clock p.m.  The meeting was called to order by Dr. Raymond Riley who, after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Mr. O’Neal, Business Director, gave members of the Board and the General Public a brief overview of the Consolidated Budget for Fiscal Year 2018-2019.  He indicated that the Consolidated Budget reflected revenues in the amount of $50,648,521; expenditures in the amount of $53,038,166; and a projected deficiency in the amount of $2,389,645. 

 

After comments and questions, it was moved by Mr. Raven, seconded by Mr. Bostic and carried to adjourn the public hearing at 6:42 p.m.

 

 

PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, SEPTEMBER 13, 2018

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, September 13, 2018, immediately following the public hearing.  The meeting was called to order by Dr. Raymond Riley.

 

Members present were Ms. Mary Campbell, Mr. Fred Butcher, Mrs. Carolyn Bradford, Mrs. Cheryl Probst, Mr. John Bostic, Mr. Ricky Raven, and Dr. Raymond Riley.

 

Members absent were Mr. Warren Enterkin and Mr. Jeffery Goodman.

 

Committee Reports were presented.  Mr. Butcher of the Finance Committee stated that they discussed CPA enrollment (9th grade-19; 10th grade-16, and 11th grade-14), Block Schedules for all schools, and forthcoming Salary Committee recommendations.  Mr. Raven of the Educational/Personnel Policy Committee stated that general personnel matters and current measurement improvements were discussed.  Dr. Riley of the Buildings and Grounds Committee stated that they discussed work orders and maintenance repairs.

 

It was moved by Mr. Butcher, seconded by Mr. Bostic and carried to approve the minutes of the Regular Meeting held on August 9, 2018.

 

It was moved by Mrs. Probst, seconded by Mr. Raven and carried to approve the financial report and invoices in the amount of $2,558,211 for the month of August 2018.

 

It was moved by Mr. Butcher, seconded by Mr. Raven and carried to approve the Consolidated Budget for fiscal year 2018-2019.

 

It was moved by Mr. Raven, seconded by Mrs. Probst and carried to approve the second reading of the following policy:

 

                  JCDB   Student Dress Code

 

It was moved by Ms. Campbell, seconded by Mr. Raven and carried to approve the first reading of the following policies:

 

                  JGCF   Behavioral Health Services for Students

                  EBBB  School and Student Safety

                  EBBC  Emergency/Crisis Management

 

It was moved by Mr. Butcher, seconded by Mrs. Probst and carried to approve the job description for academic coaches and the hiring of two academic coaches.

Mrs. Cindy Smith gave an overview of the Elementary Education Reading Curriculum.  The American Reading Company was chosen to provide information for our Reading Curriculum.  This company has a strong core and intervention.  Agile Minds provides academic coaches to assist teachers in helping students in Math.

 

It was moved by Mr. Butcher, seconded by Mr. Bostic and carried to approve the Administrative Supplemental Index and Scale in accordance with Committee’s recommendations effective September 1, 2018.   Recommendation also includes moving current Data Specialist to the Instructional Supervisors scale.

Some Job Descriptions and Job Titles have not been updated for several years.  The Salary Committee will look over the job descriptions and titles and present information at the October 11, 2018, Regular Board Meeting.  On motion by Mr. Butcher, seconded by Ms. Campbell and carried the title of the Child Welfare and Attendance Supervisor was changed to Director, title of the School Food Service Supervisor was changed to Director, title of the Personnel Coordinator was changed to Director, and the title of the Supervisor of Special Populations was changed to Director.
