PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, OCTOBER 11, 2018
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, October 11, 2018, at 6:00 o’clock p.m. The meeting was called to order by Dr. Raymond Riley who, after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Warren Enterkin, Ms. Mary Campbell, Mrs. Carolyn Bradford, Mrs. Cheryl Probst, Mr. Jeffery Goodman, Mr. John Bostic, Mr. Ricky Raven, and Dr. Raymond Riley.
Board Member Fred Butcher was absent.
The Board recognized the following students receiving the Sidney A. Murray Citizenship Awards in Grades 9-12:

The Board recognized Tommie Wagley with a certificate for making a perfect score (850) on the ELA LEAP test. Ms. Amanda Gill presented her with a Kindle.
Deondrais Boxley came before the Board to let them know about his current position as a State Officer in DECA. Mr. Boxley is a Junior at Vidalia High School. He was elected by the State of Louisiana as Vice President of Leadership for DECA. He travels to different states to workshops learning leadership skills, how to better represent our community, and DECA as a whole. He brings those qualities that he learned to Louisiana DECA. Mr. Boxley is working with the Principals to spread DECA to schools that do not have it.
Dr. Riley, on behalf of the Board Members, stated that they are very proud of the citizenship award recipients and of Ms. Tommie Wagley’s perfect score. Dr. Riley and the Board stood and applauded Ms. Wagley’s accomplishments.
Committee Reports were presented. Ms. Mary Campbell of the Educational/Personnel Policy Committee stated that they discussed District Administrators, transfers, leaves, appointments, and resignations. Mrs. Probst of the Finance Committee stated that invoices, computer software for the accounting system, and the possible renovation of CEC or CPA were discussed. Dr. Riley of the Buildings and Grounds Committee stated that the possible renovation of CEC or CPA, numbers at CPA, repairs, and Central Administration Office were discussed.
It was moved by Mr. Raven, seconded by Mr. Bostic and carried to approve the minutes of September 13, 2018.
It was moved by Ms. Campbell, seconded by Mr. Bostic and carried to approve invoices in the amount of $3,970,063 for the month of September.
It was moved by Mr. Raven, seconded by Mrs. Probst and carried to approve the Second Reading of the following policies:
JGCF Behavioral Health Services for Students
EBBB School and Student Safety
EBBC Emergency/Crisis Management
It was moved by Mr. Bostic, seconded by Mr. Enterkin and carried to approve the First Reading of the following policies:
JCDAG Threats of Terrorism or Violence
IFBGA Guidelines for Use of the Internet
JCDAF Bullying and Hazing
Mr. O’Neal stated that he has begun a contract and Title Search review in reference to a new Central Administration Building.
On motion by Mr. Raven, seconded by Mr. Enterkin and carried the discussion relative to Job Descriptions and Job Titles was tabled until the November Board Meeting.
Dr. Riley stated that Bullying is one of the top five topics being discussed by the State of Louisiana. He would like all of the Principals to have, in writing, a Bullying Plan as to what they will do on a weekly basis to promote a zero tolerance for bullying at their school.
Superintendent’s Evaluation will be tabled until the November Board Meeting when all of the test score documentation will be received.
Mr. Shirley announced that Bullying and Breast Cancer awareness is this month, “Be a Buddy, Not a Bully”.
