PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, NOVEMBER 8, 2018
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, November 8, 2018, at 6:00 o’clock p.m. The meeting was called to order by Dr. Raymond Riley who, after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Warren Enterkin, Ms. Mary Campbell, Mr. Fred Butcher, Mrs. Cheryl Probst, Ricky Raven, and Dr. Raymond Riley.
Board Members absent were Mrs. Carolyn Bradford, Mr. Jeffery Goodman, and Mr. John Bostic.
The Board recognized the following students receiving the Sidney A. Murray, Jr., Citizenship Awards in grades 6-8.

Committee Reports were presented. Mrs. Probst of the Finance Committee stated that the monthly financial statement, RFP for the Accounting software, fiscal reimbursements, personnel, and CPA building were all discussed. Ms. Campbell of the Educational/Personnel Policy Committee stated that personnel items, moving the Central Administration Office, leaves, and retirement were discussed. Dr. Riley of the Buildings and Grounds Committee stated that they discussed work orders, bus discipline policy, auction on November 13 behind Ferriday High School, CPA, and land at Vidalia High School.
It was moved by Mr. Raven, seconded by Mr. Butcher and carried to approve the minutes of October 11, 2018.
It was moved by Mr. Enterkin, seconded by Ms. Campbell and carried to approve invoices in the amount of $4,052,973 for the month of October 2018.
It was moved by Mr. Raven, seconded by Ms. Campbell and carried to add Bus Discipline to the agenda.

Bids that were received for the Request for Proposal for Accounting Software were opened. It was moved by Mrs. Probst, seconded by Mr. Butcher and carried to allow Mr. O’Neal to review the bids and award to the company that meets all requirements.
It was moved by Mrs. Campbell, seconded by Mr. Raven and carried to approve the second reading of the following policies:

JCDAF Bullying and Hazing
JCDAG Threats of Terrorism or Violence
It was moved by Mrs. Probst, seconded by Mr. Enterkin and carried to approve the first reading of the following policies:

It was moved by Mr. Raven, seconded by Mr. Butcher and carried to approve the following board meeting dates for 2019:

It was moved by Mr. Butcher, seconded by Ms. Campbell and carried to approve Job descriptions and job titles for Director of Personnel, Director of Secondary Education, Director of Elementary Education, Director of Federal Programs, Director of Special Populations, Director of Child Welfare and Attendance, Supervisor of Technology, and Director of Child Nutrition.
After a brief discussion, the matter of bus discipline was tabled until the December Board meeting. It was moved by Mr. Butcher, seconded by Mr. Enterkin and carried that Mr. Henderson and the Superintendent meet with the Principals to establish a written procedure for bus discipline. Procedures provided should be approved by the Board Attorney as a system policy.
It was moved by Mr. Raven, seconded by Ms. Campbell and carried for the Board to enter into Executive Session at 6:42 p.m. to discuss a personnel issue.
It was moved by Mr. Raven, seconded by Ms. Campbell and carried for the Board to return to Regular Session at 7:26 p.m.
It was moved by Mr. Butcher, seconded by Ms. Campbell and carried to support the personnel recommendation of the Director of Child Nutrition and Superintendent.
Superintendent Shirley stated that his Evaluation was discussed in Executive Session.
