PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JANUARY 10, 2019 

With this being the beginning of a new elective term, Concordia Parish Clerk of Court, Mr. Clyde R. Webber, Jr., administered the Oath of Office to the Board Members.

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, January 10, 2019, at 6:00 o’clock p.m.  The meeting was called to order by Dr. Raymond Riley who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

Members present were Mrs. Dorothy Parker, Mr. Fred Butcher, Mr. Derrick Carson, Mrs. Lisette Forman, Ms. Angela Hayes, Mr. John Bostic, Mr. Ricky Raven, and Dr. Raymond Riley.

Member absent was Warren Enterkin.

The Board recognized the following 2019 Teachers of the Year:

Ms. Amber Passman, Elementary Division Teacher of the Year - MHS

Ms. Tanner Parker, Middle School Division Teacher of the Year - MHS

Ms. Fabienne Bennett – High School Division Teacher of the Year – FHS

The Board recognized the following 2019 Principals of the Year:

Mrs. Betty Marsalis, Elementary Division Principal of the Year - FUE

Mrs. Nancy Anders, Middle School Division Principal of the Year - CPA

            Mrs. Dena Hale, High School Division Principal of the Year - MHS

President Riley called for officer nominations for 2019.

It was moved by Mr. Butcher, seconded by Mr. Carson and carried to approve Dr. Raymond Riley to serve as the President of the Board for 2019.

It was moved by Mr. Butcher, seconded by Mr. Raven and carried to approve Mr. John Bostic to serve as Vice President of the Board for 2019.

Board President Dr. Riley appointed the Committee Members as follows:

Mr. Raven of the Educational/Personnel Policy Committee said that staffing at various schools, the open basketball position at FHS, CPA facilities, and he MHS parking lot were discussed.

Mr. Butcher of the Finance Committee said that invoices, a check and balance system for extra-curricular activities, current policies, and personnel issues were discussed.

Mr. Henderson of the Buildings and Grounds Committee said that work orders, bus proposal, maintenance budget, football fields, MHS parking lot, and school speakers were discussed.

It was moved by Mr. Bostic, seconded by Mrs. Parker and carried to approve the minutes of December 13, 2018.

It was moved by Mr. Raven, seconded by Mr. Bostic and carried to approve invoices in the amount of $5,581,705 for the month of December.  Mr. Carson opposed.

Board Members and the Superintendent were provided with a copy of the FY 2017-2018 audit report.  It was moved by Mr. Carson, seconded by Mr. Butcher and carried to table the Audit Report.

It was moved by Mr. Butcher, seconded by Mr. Raven and carried to table policy GBN Dismissal of Employees.

It was moved by Mr. Butcher, seconded by Mr. Bostic and carried to approve the second reading of the policy GBK Employee Discipline.  Mr. Carson abstained.

It was moved by Mr. Butcher, seconded by Mr. Carson and carried to approve the first reading of the following policies.

                    DFD Tax and Bond Elections and Sales

                    DJE  Purchasing

It was moved by Mr. Raven, seconded by Mrs. Parker and carried for the Board Member’s Compensation to remain as is.

Transfers:

Janice Sanders, Teacher, Vidalia Upper Elementary School, to Teacher, Monterey High School, effective January 7, 2019.

Resignations:

Kirfred Watkins, Teacher, Ferriday High School, effective January 18, 2019.

Mr. Shirley made the following announcements:

School resumed this past Monday.  Schools and the Central Office will be closed January 21 in observance of Martin Luther King, Jr.’s birthday.  Staff Development will be the morning of January 22; and, Report Card pickup will be from 1:00 to 3:00 that afternoon.  LSBA Conference will be February 24-26 in Lake Charles.  If you are attending, please see Mrs. Cavin for registration information.  January Board Member birthdays – Lisette Forman.

A Special Board Meeting will be held February 12, 2019, at 6:00 p.m. for Staffing purposes.

The Regular Board Meeting for the month of February will be changed from February 14 to February 21, 2019, at 6:00 p.m.
